On February 26, 2024, the Ministry of Education and Training issued Official Dispatch 761/BGDDT-GDDT on strengthening the work of ensuring safety and maintaining student numbers in general education establishments in ethnic minority and mountainous areas in Vietnam.

Specifically, after the Lunar New Year, there was a phenomenon of students dropping out of school in some localities, especially students in some educational establishments in ethnic minority and mountainous areas dropping out of school because of child marriage. . Faced with that situation, the Ministry of Education and Training (MOET) requires Departments of Education and Training to strengthen the implementation of the following tasks:

- Continue to seriously implement Official Dispatch 404/BGDDT-GDDT dated January 24, 2024 of the Ministry of Education and Training on strengthening and ensuring food, accommodation, living, and learning conditions for preschool children and general school students.

- Promote propaganda and education in many forms to raise awareness among students and parents about preventing and combating outdated customs, especially child marriage, leading to students dropping out of school; Focus on integrating educational content about the consequences of child marriage and consanguineous marriage into the school's educational program and activities.

- Direct the Department of Education and Training and educational institutions to focus on organizing serious teaching, closely managing students, and maintaining regular contact with families and localities to grasp the situation, remove difficulties, and completely resolve the situation of students dropping out of school, ensuring student enrollment and teaching stability.

- Coordinate with local authorities, mass organizations, and functional agencies to drastically implement measures to prevent child marriage and consanguineous marriage; strengthen inspection, supervision, and promptly handle violations in accordance with the law to protect the right to education of school-aged students.

Departments of Education and Training urgently implement the above contents. During the implementation process, if there are any difficulties or problems, report them to the Ministry of Education and Training (through the Department of Ethnic Education) for timely guidance.

Regulations on the number of general school students

(1) Number of primary school students

Pursuant to Article 16 of the Charter issued with Circular 28/2020/TT-BGDDT, regulations on the number of students attending primary schools are as follows:

Students are organized by class. Each class has no more than 35 students and is led by a homeroom teacher. Each inclusive classroom has no more than 02 students with disabilities. In special cases, the principal will base the decision on actual conditions to arrange for additional students with disabilities in a classroom.
to ensure that students with disabilities who need and have the ability to learn can attend school.

In mountainous areas, remote areas, and especially difficult areas, multiple classes can be organized. The number of students and number of level groups in a multigrade class must be consistent with the teacher's teaching capacity and the actual conditions of the school. A multigrade class has no more than 02 level groups. Special cases will be decided by the competent authority, but there will be no more than 03 level groups. A multigrade class has no more than 15 students.

(2) Number of secondary school students

According to Article 16 of the Charter issued with Circular 32/2020/TT-BGDDT, the number of students studying in middle schools, general schools, and general schools with many levels of education is regulated as follows:

The Chairman of the Provincial People's Committee shall specify the number of students in each class in the direction of reducing the number of students in the class; ensure that each class at the middle and general school levels has no more than 45 students.
