The Ministry of Health of Vietnam issued Decision 1923/QD-BYT on April 20, 2023 approving the Plan to deploy the Electronic Health Record Platform (VHR Platform) in 2023.

To develop regulations on the management, operation, and exploitation of VHR platforms in Vietnam

Specifically, the Ministry of Health of Vietnam assigned the Information Technology Department (National Center for Health Information) to perform the following tasks in order to implement the electronic health record platform (VHR Platform) in 2023:

- Ensure infrastructure, copyright HL7 FHIR, and basic functions of the VHR Platform for managing and exploiting electronic health record data.

- Connect and share data with the National Insurance Database and the National Population Database; create health record data according to personal identification number, including information specified in Decision 3074/QD-BYT.

- Develop regulations on the management, operation, and exploitation of the VHR Platform; data specifications; and documentation for connecting, integrating, and sharing data with the VHR Platform.

- Develop a dossier to propose the information security level of the information system of the VHR Platform, deploy solutions to meet information security according to the approved proposal;

Assess the response and periodically check the network information security response to the VHR Platform and related information systems.

- Guide to unified, synchronized, and efficient use of personal health record data for software used at commune health stations.

- Integrate the VHR Platform and the VTelehealth Platform with the health industry databases and the executive guidance information system of the Ministry of Health.

At that time, the Department of Information Technology (National Center for Health Information) had the following responsibilities:

- Assume the prime responsibility for, and coordinate with relevant units in, implementing specific tasks assigned in the plan to meet the set goals and roadmap; report to the leader of the Ministry of Health on the results of the implementation of the plan.

- Plan and organize the launch of the VHR Platform in accordance with the direction of the Leader of the Ministry,
ensure the full dissemination of the Platform's development message to people, medical facilities, and the IT business community to join hands in the Platform's development.

- Organize communication activities, training, guidance, and support for local and medical facilities in the implementation of the VHR Platform.

- Evaluate and report to the leadership of the Ministry of Health on the proposal to develop legal documents on the basis of practical implementation of the VHR Platform.

Implementation progress of the Electronic Health Record Platform (VHR Platform) in Vietnam 2023

The Ministry of Health requires the implementation of the VHR Platform to achieve the following main results and progress:

- Before June 1, 2023, ensure infrastructure, deploy an information system to map and convert FHIR resources for group data of basic medical information, and provide a programming interface for connection and data sharing.

- Before April 30, 2023, issue documents guiding medical examination and treatment facilities to collect and update basic medical information according to Decision 3074/QD-BYT in 2022; direct 100% of medical examination and treatment facilities nationwide to send group data of basic medical information to the National Database of Periodic Insurance every day from May 1, 2023.

- Before June 1, 2023, establish an electronic health record database of the Ministry of Health, including a group of basic medical information standardized according to HL7 FHIR standards, and provide a software module with functions to help create and update personal health record information and report data for use by the Department of Health, district health centers, and commune health stations.

- Before June 1, 2023, complete the planning and guidelines for unified, synchronous use and effective exploitation of personal health record data for software used at commune health stations.

- In the year 2023, issue requirements and criteria and implement the integration of health record management information systems of units, organizations, and enterprises to ensure uniform management and enrichment of personal health record data.
