Scheme 7522/DA-UBND of 2024 on the arrangement of Da Huoai, Da Teh, Cat Tien districts into one district in Lam Dong Province of Vietnam issued on September 6, 2024.
Lam Dong Province belongs to the South Central Highlands region, bordered to the south and southeast by Binh Thuan Province, to the east by Khanh Hoa Province and Ninh Thuan Province, to the north by Dak Lak Province and Dak Nong Province, and to the southwest by Dong Nai Province and Binh Phuoc Province. Lam Dong lies within the Southern Key Economic Region, which is a dynamic area with a high economic growth rate. This is a stepping stone for Lam Dong to develop its strengths and unlock its potential, something not every locality possesses.
Throughout the process of building and developing socio-economic infrastructure, ensuring national defense and security according to each historical period of the country to meet the administrative command and coordination needs of various governmental levels, the administrative units (ADU) at district and commune levels in Lam Dong Province have been adjusted many times due to mergers, splits, and the establishment of new ADUs.
Lam Dong has a natural area of 9,781.20 Km2 and a population of 1,543,239 people, with 12 district-level ADUs, including 02 cities: Da Lat and Bao Loc, and 10 districts: Lac Duong, Don Duong, Duc Trong, Lam Ha, Dam Rong, Di Linh, Bao Lam, Da Huoai, Da Teh, Cat Tien; with Da Lat city being the economic administrative center of the province.
Based on statistical data on the scale of natural area and population of administrative units as of December 31, 2022, compared to the regulations in Resolution 1211/2016/UBTVQH13 dated May 25, 2016, of the National Assembly Standing Committee on the standards of ADUs and classification of ADUs, which was amended and supplemented by Resolution 27/2022/UBTVQH15 dated September 21, 2022, and Conclusion 48-KL/TW dated January 30, 2023, of the Politburo on the arrangement of district and commune-level ADUs for the 2023 - 2030 period.
Lam Dong has 02 district-level ADUs (Da Huoai and Cat Tien) subject to arrangement during the 2023 - 2025 period as they both fall below 70% of the stipulated natural area and population standards; during the 2026 - 2030 period, there is 01 district-level ADU (Da Teh) subject to arrangement as it falls below 100% of the stipulated natural area and population standards, specifically:
- Da Huoai District: Has a natural area of 495.04 Km2, reaching 58.24% and a population size of 44,087 people, reaching 55.11% compared to the stipulated standards.
- Cat Tien District: Has a natural area of 426.71 Km2, reaching 50.20% and a population size of 44,783 people, reaching 55.98% compared to the stipulated standards.
- Da Teh District: Has a natural area of 526.73 Km2, reaching 61.97% and a population size of 57,194 people, reaching 71.49% compared to the stipulated standards.
Da Teh District is located between Da Huoai and Cat Tien districts (Da Teh and Cat Tien districts were established based on a split from Da Huoai District according to Decision 68-HDBT dated June 6, 1986, of the Council of Ministers, now the Government of Vietnam).
Based on the evaluation of the current state of the district-level ADUs subject to arrangement for the 2023-2025 period; surveys on geographical location, natural conditions, community, national defense, security, social order, and socio-economic development requirements; careful consideration of the unique factors regarding historical tradition, culture, ethnicity, religion, customs, and practices as well as pursuant to Resolution 35/2023/UBTVQH15 dated July 12, 2023, of the National Assembly Standing Committee on the arrangement of district-level and commune-level ADUs for the 2023-2030 period; the master plan for Lam Dong Province for the period 2021-2030, with orientation to 2050 approved by the Prime Minister according to Decision 1727/QD-TTg dated December 29, 2023, which stipulates: “The arrangement of 03 districts Da Huoai, Da Teh, Cat Tien into 01 district” Lam Dong proposes to merge Da Huoai, Da Teh, and Cat Tien districts to establish Da Huoai District in Lam Dong Province.
The arrangement of district and commune-level ADUs for the 2023 - 2025 period in Lam Dong Province in general, and the merging of Da Huoai, Da Teh, Cat Tien districts to establish Da Huoai District, in particular, aims to strictly implement the central policy, ensuring it is consistent with the unique factors of historical tradition, culture, customs, geographical location, and natural conditions among the concerned ADUs; ensuring compliance with the Constitution, authority, procedures, processes as stipulated in the Law on Organization of Local Government, resolutions of the National Assembly Standing Committee, and the Government's plans; matching with the approved planning orientations by the competent authorities. The district-level ADU formed after this arrangement must ensure standards of ADUs as prescribed in Article 4 of Resolution 35/2023/UBTVQH15.

The merging of Da Huoai, Da Teh, Cat Tien districts to establish Da Huoai District is extremely necessary, ensuring the continuation of district and commune-level ADU arrangements between the 2023-2025 and 2026-2030 periods, matching the direction of the National Assembly Standing Committee in Notification 2646/TB-TTKQH dated July 19, 2023, meeting the socio-economic development needs, exploiting the potentials and advantages of the two localities, and aiming to actualize the central policies on ADU arrangement, detailed as follows:
- Resolution 18-NQ/TW dated October 25, 2017, of the 12th Central Executive Committee of the Communist Party of Vietnam on some issues regarding the continuous renewal and arrangement of the organizational apparatus of the political system for streamlined, effective, and efficient operation.
- Resolution 37-NQ/TW dated December 24, 2018, of the Politburo setting the goal: Arrange district-level and commune-level ADUs to strategically organize ADUs at all levels consistent with the reality and development trends of the country; ensure the completion of the institutional framework on ADUs, a streamlined and effective political system; contribute to harnessing all resources to promote socio-economic development, enhance people's living standards; ensure national defense and security; maintain political security and social order. Strive for the basic arrangement of district-level and commune-level ADUs by 2030 to fit the socio-economic development strategy; meet the demand of building our country into a modern industrial country, oriented towards socialism. In that, the period from 2022-2030, based on summarizing the implementation of the 2019-2021 period, defines the roadmap to basically complete the arrangement of district-level and commune-level ADUs by 2030, matching the comprehensive administrative unit planning.
- Conclusion 48-KL/TW dated January 30, 2023, of the Politburo on continuing to arrange district-level and commune-level ADUs for the 2023-2030 period, setting tasks and solutions: The arrangement must align with provincial planning, rural planning, urban planning; encouraging localities to proactively propose streamlined ADU arrangements suitable to local realities.
In addition, the arrangement of Da Huoai, Da Teh, and Cat Tien districts to establish Da Huoai District creates conditions to focus on land, population resources, expand the space for planning, concentrate production expansion, fully exploit potentials and strengths for socio-economic development. Investment in infrastructure, welfare projects becomes more focused, avoiding scattered construction investments. Simultaneously, it contributes to streamline the apparatus, enhancing the effectiveness and efficiency of local government operations, reducing staffing, saving budget expenses, and contributing to wage policy reform.
