November 11 in the afternoon, continuing the program of the 4th Session, 15th National Assembly, under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly of Vietnam voted to pass the Resolution on the State budget estimate for 2023 with 451/456 National Assembly deputies participating in the vote in favor (constituting 90.56% of the total number of National Assembly deputies).
The National Assembly of Vietnam passes the Resolution on the State Budget Estimates for 2023: Increase statutory pay rate for officials and public employees in Vietnam to 1.8 million VND/month from July 1, 2023
The National Assembly's Resolution clearly specifies the estimate: total state budget revenue; total state budget expenditure; the level of state budget deficit (including central and local budget deficits) and the total borrowing of the state budget.
The Resolution also supplements and adjusts the state budget estimate for 2022 and adjusts the medium-term public investment plan for the 2021-2025 period.
Notably, in this Resolution, the National Assembly of Vietnam allows the extension of the implementation and disbursement timeframe for domestic central budget investment capital and career capital in 2022 (including the 2021 plan extended to 2022) of the 03 national target programs allocated by the Standing Committee of the National Assembly under Resolution No. 517/NQ-UBTVQH15 dated May 22, 2022, undisbursed until December 31, 2023.
From 2022, the implementation of 100% central budget allocation for revenues from e-commerce activities, digital platform businesses, cross-border services, and other services provided by foreign suppliers who register taxpayers, declare, and pay taxes directly at the General Department of Taxation's e-Portal.
Delegates vote via the electronic system
The National Assembly's Resolution states: Not to carry out comprehensive salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Central Committee Conference, Term XII in 2023.
From July 1, 2023, the implementation of increased statutory pay rate for officials and public employees to VND 1.8 million/month; a 12.5% increase in pension, social insurance allowances for subjects ensured by the state budget, and additional support for retirees before 1995 with low benefits; increase the standard allowance level for people with meritorious services ensuring it is not lower than the urban poor household standard and increase 20.8% of social security policies associated with the statutory pay rate.
From January 1, 2023, adjust to increase preferential occupational allowances for preventive healthcare officers and grassroots healthcare as per Conclusion No. 25-KL/TW dated December 30, 2021, of the Politburo.
Continue to implement specific financial and income mechanisms for agencies and units implementing specific financial and income mechanisms at the central level as prescribed by competent authorities for certain administrative agencies and units until comprehensive salary policy reform is implemented.
The Presidium participates in voting through the electronic system
The National Assembly assigns the Government of Vietnam seven groups of tasks and solutions, including: Focusing on managing fiscal policies appropriately and efficiently, promptly responding to the complex fluctuations of domestic and international situations, ensuring the objective of maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring the major balances of the economy.
Continue to improve the state budget revenue system, strengthen revenue management, restructure revenue sources to ensure sustainability; study, amend, supplement, and complete tax management institutions, especially in some fields, new production and business activities arising in the digital economy, cross-border transactions, ensuring the correct, sufficient, and timely collection of taxes, fees, charges, and other revenues into the state budget.
Tighten discipline, strengthen the responsibility of leaders in managing and using finance and budget; manage state budget expenditure tightly, economically, and efficiently; reduce unnecessary expenses, thoroughly save regular expenses; only issue policies that increase budget expenditure when absolutely necessary and have guaranteed sources.
National Assembly passes Resolution on state budget estimate for 2023
Continue directing ministries, central and local agencies to streamline staff, reorganize the administrative machinery for a streamlined, efficient, and effective operation; innovate management mechanisms, financial mechanisms, reorganize the system of public non-business units, reduce direct support from the state budget to public non-business units.
Strictly direct thrift practice, combat waste; strengthen inspection, examination, and accountability of organizations and individuals in complying with regulations on thrift practice and combating waste, ensuring efficient use of the state budget.
Control the state budget deficit, local budget deficit, and local budget borrowing closely. Strengthen inspection and examination of borrowing, using borrowed capital, and debt repayment, especially for new loans, foreign loans, government-guaranteed loans.
Assign the Government of Vietnam to guide in detail the implementation of the salary policy stipulated in Clauses 1 and 2, Article 3 of the Resolution.
The National Assembly also assigns the Standing Committee of the National Assembly, the Finance and Budget Committee, the Ethnic Council, and other Committees of the National Assembly, the National Assembly delegations, NA delegates, the Vietnam Fatherland Front, and its member organizations to supervise the implementation of this Resolution within their duties and powers. The State Audit Office, within its duties and powers, shall audit the implementation of this Resolution to ensure its conformity with the law.
