Strategy for National Energy Development Must Meet Specific Requirements

Specifically, according to Clause 1, Article 10 of the Law amending and supplementing several articles of 11 Laws related to Planning 2018, which amends and supplements Article 6 of the Law on Economical and Efficient Use of Energy 2010, the national energy development strategy and energy use program must meet the following requirements:

- Provide stable and safe energy; use energy resources rationally and economically;- Forecast energy supply and demand aligned with the strategy and plan for socio-economic development; harmoniously and balancedly integrate the coal, oil and gas, electricity sectors, and other energy sources;- Promote economical and efficient use of energy, prioritize the rational development of clean energy technology, and increase the proportion of renewable energy use;- Develop and implement a roadmap for the production of energy-saving means, equipment, and construction materials.

The overall energy plan is a national sectoral plan. The formulation of the overall energy plan must comply with the provisions of the law on planning and meet the mentioned requirements.

The Prime Minister of the Government of Vietnam directs the construction and implementation of the national energy development strategy and the energy use program.

The Ministry of Industry and Trade organizes the formulation of the overall energy plan to submit to the Prime Minister of the Government of Vietnam for approval in accordance with the provisions of the law on planning.
