Recently, the Ministry of Culture, Sports and Tourism of Vietnam has issued regulations on the standards of public service for daily living expense support for ethnic minorities at the Vietnam National Village for Ethnic Culture and Tourism.

On July 17, 2024, the Minister of Culture, Sports and Tourism of Vienam issued Circular 05/2024/TT-BVHTTDL on the regulation criteria, quality standards, and cost norms for services supporting daily living expenses for ethnic minorities invited to participate in activities at the Vietnam National Village for Ethnic Culture and Tourism.
The public service supporting daily living expenses for ethnic minorities invited to participate in activities at the Vietnam National Village for Ethnic Culture and Tourism must ensure the following criteria and standards:
- Ethnic minorities are ensured full, prompt support costs as stipulated when participating in activities at the Vietnam National Village for Ethnic Culture and Tourism.
- The selection, consolidation, replacement, and supplementation of ethnic groups participating in daily activities at the Vietnam National Village for Ethnic Culture and Tourism must ensure:
+ Regional characteristics and ethnic composition within the community of 54 Vietnamese ethnic groups;
+ Invited individuals are reputable members of the community, craftsmen, or individuals capable of presenting and practicing the intangible and tangible cultural heritage of the Vietnamese ethnic communities, representing the ethnic group at the local level introduced by the recommending agency to participate in activities;
+ The number of ethnic groups and the number of people in each group maintaining activities: minimum of 16 groups; each group has at least 08 people;
+ Duration of participation: Minimum of 03 months/group, with 01 day off each month with full support. Unused days off within a month will be accumulated annually during the activity period at the Vietnam National Village for Ethnic Culture and Tourism.
- The content of activities of ethnic groups at the Vietnam National Village for Ethnic Culture and Tourism must align with the objectives of preserving, introducing, and promoting the traditional cultural values of the ethnic groups, including:
+ Organizing the reenactment of cultural life, daily activities, arranging living spaces according to traditional customs of the ethnic group;
+ Selecting and organizing the introduction of folk games, folk songs, folk dance, folk music, traditional handicrafts, ethnic cuisine, and reenacting rituals, and traditional festivals appropriate to each ethnic group according to their cultural characteristics at the Vietnam National Village for Ethnic Culture and Tourism;
+ Welcoming visitors, introducing the cultural space, and cultural characteristics of the ethnic group to the public and tourists.
Principles for Organizing the Implementation of Public Service Supporting Daily Living Expenses for Ethnic Minorities Participating in Activities at the Vietnam National Village for Ethnic Culture and Tourism include: - Ensuring quality and efficiency when inviting ethnic minorities from localities to participate in daily activities at the Vietnam National Village for Ethnic Culture and Tourism. - Ensuring that content activities are appropriate to the actual conditions and resources and in line with the cultural characteristics of each ethnic group. - Providing support to the right subjects, within the appropriate cost norm, in compliance with current legal regulations and the nature of the assigned task. - Economical, safe, and effective.
