Procedures for revocation of Certificate of eligibility for motor vehicle inspection activities in Vietnam from January 01, 2025

On November 15, 2024, the Minister of Transport of Vietnam issued Circular 46/2024/TT-BGTVT, stipulating the order, procedures for issuing, reissuing, temporarily suspending operations, and revoking Certificates of eligibility for motor vehicle inspection activities of motor vehicle registration centers, and motorcycle and moped emission testing facilities.

Procedures for revocation of Certificate of eligibility for motor vehicle inspection activities in Vietnam from January 01, 2025

The procedures for revoking the Certificates of eligibility for motor vehicle inspection activities of motor vehicle registration centers, and motorcycle and moped emission testing facilities in Vietnam are implemented according to the provisions in Article 7 of Circular 46/2024/TT-BGTVT as follows:

- Within 5 working days from the date of discovery or receipt of notification from the competent authority about the inspection center being subject to revocation of its certificate of eligibility for motor vehicle inspection operation, the Department of Transport issues a revocation decision according to the template specified in Appendix XV issued together with Circular 46/2024/TT-BGTVT.

Simultaneously, based on the inspection activities of motor vehicle inspection centers in the area, a notification per the template specified in Appendix XVI issued together with Circular 46/2024/TT-BGTVT is prepared to designate a motor vehicle inspection center to receive the transfer of files and unused inspection certificates and inspection stamps from the center whose certificate has been revoked.

- The motor vehicle inspection center must cease inspection operations when the decision to revoke the certificate of eligibility for inspection operation takes effect; additionally, it must publicly announce the cessation of inspection operations at the motor vehicle inspection center.

- Within 3 working days from the effective date of the decision to revoke the certificate of eligibility for inspection operation, the motor vehicle inspection center must return the certificate of eligibility for inspection operation to the Department of Transport.

- Within 15 working days from the effective date of the decision to revoke the certificate of eligibility for inspection operation, the motor vehicle inspection center whose certificate has been revoked and the designated inspection center must complete the transfer and prepare a transfer record according to the template specified in Appendix XVII issued together with Circular 46/2024/TT-BGTVT, while also submitting it to the Department of Transport and the Vietnam Register for reporting.
