According to **Circular 43/2011/TT-BCA**guiding the procedure for issuing laissez-passer for exit and entry for Vietnamese citizens to border provinces, cities of China adjacent to Vietnam as follows:

1. Subjects eligible for laissez-passer for exit and entry

- Laissez-passer for exit and entry is issued to Vietnamese citizens residing in provinces and cities of Vietnam who need to visit border provinces and cities of China adjacent to Vietnam for tourism or to resolve other personal purposes.

- Laissez-passer for exit and entry is not issued to Vietnamese citizens residing abroad who return to the country temporarily.

2. Validity and scope of use of the Laissez-passer for exit and entry

- The laissez-passer for exit and entry is issued individually, valid for no more than 12 months from the date of issuance and cannot be renewed.

- The laissez-passer for exit and entry is only valid for use in the border provinces and cities of China adjacent to Vietnam.

- Vietnamese citizens holding a laissez-passer for exit and entry may exit and enter through the nearest land, rail, and water border gates.

3. Application dossier for issuance of Laissez-passer for exit and entry

The application dossier includes:

- 01 application form "Request for issuance of Laissez-passer for exit and entry" according to form TK8 issued with this Circular;

- 02 recent photos in 4x6cm size, frontal view, bareheaded, white background, one of which is to be affixed to the application form.

- For children under 14 years old, the application form must be filled and signed by a parent or guardian, accompanied by a copy of the birth certificate and a copy of documents proving the relationship between the child and the guardian. The application must be certified by the police of the commune, ward, or commune-level town where the child permanently or temporarily resides and sealed across the photo.

- The applicant for issuance of Laissez-passer for exit and entry must present their Identity Card for verification and comparison.

In case of re-issuance of the Laissez-passer for exit and entry, the previously issued laissez-passer must be submitted, if it is still valid.

4. Place of application submission and processing time for the issuance of Laissez-passer for exit and entry

- Vietnamese citizens in need of a Laissez-passer for exit and entry, submit applications at the Department of Immigration Management of the border province adjacent to China.

- The processing time for the issuance of Laissez-passer for exit and entry is 03 working days from the receipt of a complete and valid application.

- The person being issued the laissez-passer for exit and entry must pay fees according to the regulations of the Ministry of Finance.
