The Commission for the Standards, Metrology and Quality of Vietnam (established based on the reorganization of the General Department of Standards, Metrology and Quality) is an agency under the Ministry of Science and Technology, with the function of assisting the Minister in unified state management and enforcing laws on standards, metrology, and quality nationwide, including: Standards, technical regulations; metrology; productivity; product and goods quality; product labeling; codes, barcodes, product and goods origin traceability; conformity assessment; accreditation; national notification and inquiry concerning technical barriers to trade; national quality awards; product and goods quality awards for organizations and individuals; organizing, managing, and implementing public service activities related to these activities as prescribed by law.
The Commission for the Standards, Metrology and Quality of Vietnam’s trading name in English: Commission for the Standards, Metrology and Quality of Vietnam (STAMEQ).
The Commission for the Standards, Metrology and Quality of Vietnam has legal status, a seal bearing the National Emblem, and is authorized to open accounts at the State Treasury. The headquarters of the Commission for the Standards, Metrology and Quality of Vietnam is located in Hanoi.

(1) Units assisting the Chairperson in performing state management functions:

- Metrology Department.
- Quality Management and Conformity Assessment Department.
- Planning - Finance Department.
- International Cooperation Department.
- Personnel Department.
- Legal Affairs and Inspection Department.
- Office.
The office has a separate seal and is authorized to open accounts at the State Treasury and banks for operations and transactions as prescribed by law.
(2) Public service providers under the Commission:
- Technical Center for Standards, Metrology and Quality 1 (abbreviated as QUATEST 1).
- Technical Center for Standards, Metrology and Quality 2 (abbreviated as QUATEST 2).
- Technical Center for Standards, Metrology and Quality 3 (abbreviated as QUATEST 3).
- Technical Center for Standards, Metrology and Quality 4 (abbreviated as QUATEST 4).
- Conformity Certification Center (abbreviated as QUACERT).
- Vietnam Standards and Quality Institute (abbreviated as VSQI).
- Vietnam Metrology Institute (abbreviated as VMI).
- Vietnam Productivity Institute (abbreviated as VNPI).
- Training Center for Standards, Metrology and Quality (abbreviated as QTC).
- Information - Communication Center for Standards, Metrology and Quality (abbreviated as ISMQ).
- National Coding Center (abbreviated as NBC).
- National Notification and Inquiry Office for Standards, Metrology and Quality (abbreviated as TBT Vietnam).
The public service providers under the Commission as specified in (2) have legal status, separate seals, and are authorized to open accounts at the State Treasury and banks for operations and transactions as prescribed by law.
(3) The establishment, merger, division, or dissolution of units under the Commission for the Standards, Metrology and Quality of Vietnam is decided by the Minister of Science and Technology based on the proposal of the Chairperson of the Commission and the Director of the Personnel Department.
(4) The Chairperson of the Commission for the Standards, Metrology and Quality of Vietnam is authorized to stipulate the functions, duties, powers, and organizational structure of the units under the Commission for the Standards, Metrology and Quality of Vietnam.
(5) The Chairperson of the Commission for the Standards, Metrology and Quality of Vietnam appoints and dismisses heads and deputy heads of units under the Commission according to the regulations on management decentralization of officials and public employees of the Ministry and in accordance with the law.
