On July 12, 2024, the Minister of Labor, Invalids and Social Affairs (Hanoi, Vietnam) issued Decision 916/QD-BLDTBXH on the Action Plan to implement Resolution 225/NQ-CP on the Plan to implement Directive 20-CT/TW on enhancing the leadership of the Communist Party regarding the work of bringing Vietnamese abroad as guest workers in the new situation.

To achieve the objectives, tasks, and solutions outlined in Resolution 225/NQ-CP dated December 31, 2023, of the Government of Vietnam on issuing the Plan to implement Directive 20-CT/TW dated December 12, 2022, of the Secretariat of the 13th Central Committee of the Communist Party regarding enhancing the leadership of the Communist Party over the work of bringing Vietnamese abroad as guest workers in the new situation, the Ministry of Labor, Invalids and Social Affairs (Hanoi, Vietnam) issued the Action Plan with four tasks and solutions for implementation.

In particular, for the task of "Reviewing, supplementing, and improving policies and laws related to the work of bringing Vietnamese abroad as guest workers in the new situation," the Ministry of Labor, Invalids and Social Affairs (Hanoi, Vietnam) has proposed the following contents:

- Review and improve the legal system related to the field of Vietnamese workers going abroad to work under contracts, ensuring coverage of all target groups; regularly update information on regulations, international labor migration trends to consider and propose corresponding domestic law adjustments to enhance the rights of Vietnamese workers.

- Research and promulgate policies to support businesses in promoting and expanding new markets for receiving Vietnamese workers, prioritizing markets with good working conditions, safety, and high income. Conduct promotional activities to introduce the potential for labor cooperation between Vietnam and countries/regions lacking human resources.

- Improve policies to support the training and education of professional skills, vocational skills, and foreign languages for workers, prioritizing discharged soldiers, ethnic minorities, and poor households in remote, isolated, and especially difficult areas.

- Develop and standardize vocational education standards to align with the standards of developed countries in the ASEAN region and the world; proactively negotiate with foreign parties on recognizing degrees, vocational skills, and work experience of Vietnamese workers.

- Implement solutions to enhance the awareness of legal compliance among workers, prevent and limit situations where workers violate the law or reside illegally abroad; strengthen mechanisms for promptly and effectively coordinating information on arising issues during workers’ time abroad.

- Develop policies and mechanisms to support workers upon returning from working abroad to find suitable employment, aiming to utilize high-quality human resources effectively after returning; focus on applying information technology to enhance the efficiency of job connection and search, reduce transition time, and optimize opportunity costs for workers.

More details can be found in Decision 916/QD-BLDTBXH, which comes into force in Vietnam from July 12, 2024.
