On February 20, 2024, the Ministry of Education and Training issued Official Dispatch 653/BGDDT-KHCNMT on guiding the organization of the award of science and technology prizes for young lecturers in higher education institutions in 2024.

Specifically, the Ministry of Education and Training provides detailed guidance on the implementation of the award of science and technology awards for young lecturers in higher education institutions in 2024, as follows:

(1) Regarding the science and technology field of the award: consists of 06 specific areas and specialties of each field.

- Natural Sciences: Mathematics and statistics, computer science and information, data science and artificial intelligence, physics, chemistry, earth science, environmental science, biology, and other natural sciences.

- Science and technology: civil engineering, electrical engineering, electronics and telecommunications, information technology, mechanical engineering, machine manufacturing, aerodynamic mechanics, chemical engineering, materials and metallurgical techniques, medical techniques, environmental techniques, environmental biotechnology, industrial biotechnology, nanotechnology, food processing techniques, science and technology, and other technology.

- Medicine and pharmacy: Basic medicine, clinical medicine, pharmacy, biotechnology in medicine, medicine and other pharmacy.

- Agricultural science: cultivation, animal husbandry, veterinary, forestry, fisheries, other agricultural biotechnology, and other agricultural sciences.

- Social science: psychology, economics and business, educational science, sociology, law, political science, economic and social geography, mass media, and other social sciences.

- Humanities: history and archeology, linguistics, literature and culture, philosophy, journalism and information, ethics and religion, art, and other humanities.

(2) Conditions for the project to be considered for an award

The work of young lecturers participating in the prize must meet the following conditions:

- Each project is carried out by 01 young lecturer (is the organic lecturer of the unit participating in the award), and the number of members participating is no more than five.

- The project has been accepted as prescribed.

- The project is announced or applied in practice for at least 01 year from the time of submission of the award.

- The project has not yet been received or sent to any other national or international awards up to the time of submission of the award dossier.

Note:

- The scientific article is the product of the project participating in the award and needs thanks or notes as the product of the project.

- Not sending scientific articles to participate in the award.

- The application certificate should specify the time the project starts to be put into the application and must be certified by the unit.

- The acceptance record must be certified by the unit.

(3) The valid application for award must meet the following conditions:

(3.1) Send all the documents in the form of electronic records, including:

- Register to participate in the award in the form of a PDF file (Form 01A - Circular No. 45).

+ Registration for participating in the award of the prize only writes the names of the authors as lecturers (only the organic lecturers of the unit; not counting researchers, visiting lecturers, probation lecturers, etc.). And not more than 35 years old at the time of submission of the application to consider the prize; at the same time, it is necessary to specify the date of birth of each author.

+ For co-authors who are over 35 years old or authors who are eligible to participate but are not lecturers, it is necessary to send a Commitment Letter/Confirmation Letter of Agreement to the author/author group who meets the criteria for submitting their application for the Prize and to receive all benefits if the work is awarded (the letter should be signed by all co-authors, and co-authors who are not present can send their confirmation via email).

- The summary report of the project participates in the prize in the form of Word and PDF files (Form 04 - Circular 45).

- The set of documents proving the announcement (for published works) or written certification of the application of works by the competent authority (for works that have been applied in practice); Copy of the certificate of registration for the results of the science and technology tasks for the project requesting to consider whether the award is used or receives funding support from the state budget (if any) according to Form 10 in Circular 14/2014/TT-BKHCN; Copy of documents, scientific and technological documents, and other documents related to the project (if any) in the form of a PDF file.

(3.2) Do not display information about young lecturers, the name of a higher education institution in the summary report, or related scientific documents (if any), except for the list of reference documents. In special cases where the name of the higher education institution is part of the project name or research content, the record is considered valid.

(3.3) Send an electronic version of the letter (the pdf file has a red mark), the list of works participating in the prize according to the form in the attached appendix (Form 01 - PDF with a red mark and the Excel file; Form 02 - Excel file), and the award dossier on time.

(3.4) Ensure regulations on subjects, science and technology fields, and conditions for works participating in the awards in Clause 3, Article 1, Article 3, and Article 4 (It is necessary to specify the name 01 in 06 science and technology fields of the award and the specialization of each project sent to consider the award).

(4) Time and location for submission of application for awards:

- Time to submit an electronic letter, the list of works participating in the awards, and the application for awards: before May 30, 2024.
