On July 17, 2024, the Minister of Culture, Sports and Touri of Vietnam issued Circular 05/2024/TT-BVHTTDL on the promulgation of criteria, quality standards, and cost norms for services supporting daily living expenses for ethnic communities invited to participate in activities at the Vietnam National Village for Ethnic Culture and Tourism.

According to the provisions of Article 6 of the regulations promulgated with Circular 05/2024/TT-BVHTTDL, the evaluation of quality in providing public services for ethnic communities invited to participate in activities at the Vietnam National Village for Ethnic Culture and Tourism is as follows:

- Authority, evaluation time

+ The Management Board of the Vietnam National Village for Ethnic Culture and Tourism conducts periodic evaluations once a year or evaluates when requested by a competent authority. Evaluation time: before March 31 of the year following the year in which the services were provided or as required by a competent authority;

+ The service provider self-assesses according to the plan for evaluating public services of the Management Board of the Vietnam National Village for Ethnic Culture and Tourism.

- Evaluation principles

+ Objective, honest, accurate, conformable with the law;

+ Public, transparent.

- Evaluation process

+ The Management Board of the Vietnam National Village for Ethnic Culture and Tourism issues the evaluation plan for public services, guides the organization of the evaluation of public services, and sends it to the service provider being evaluated no later than 5 working days before the proposed evaluation date;

+ The service provider self-evaluates the implementation of the service provision according to the provisions of Clauses 4 and 5, Article 6 of the regulations promulgated with Circular 05/2024/TT-BVHTTDL; submits the evaluation results to the Management Board of the Vietnam National Village for Ethnic Culture and Tourism;

+ The Management Board of the Vietnam National Village for Ethnic Culture and Tourism evaluates the service quality based on the evaluation results of the service provider or directly collects information for evaluation; sends a draft evaluation result to the service provider;

+ Within 5 working days from the date of receipt of the draft evaluation result, the service provider shall respond in writing to the draft service quality evaluation result; in case of disagreement, the reasons must be clearly stated;

+ The Management Board of the Vietnam National Village for Ethnic Culture and Tourism reviews and issues the service quality evaluation result and sends it to the service provider or the requesting competent authority.

- Evaluation results are rated as follows:

+ A service is evaluated as „„Good‟‟ when the total score ranges from 85 - 100 points in accordance with Clause 4, Article 6 of the regulations promulgated with Circular 05/2024/TT-BVHTTDL;

+ A service is evaluated as „„Fair‟‟ when the total score ranges from 70 - 84 points in accordance with Clause 4, Article 6 of the regulations promulgated with Circular 05/2024/TT-BVHTTDL;

+ A service is evaluated as „„Pass‟‟ when the total score ranges from 50 - 69 points in accordance with Clause 4, Article 6 of the regulations promulgated with Circular 05/2024/TT-BVHTTDL;

+ A service is evaluated as „„Fail‟‟ when the total score is below 50 points in accordance with Clause 4, Article 6 of the regulations promulgated with Circular 05/2024/TT-BVHTTDL.

More details can be found in Circular 05/2024/TT-BVHTTDL which comes into force in Vietnam from September 15, 2024.
