The Standing Committee of the Government of Vietnam has concluded the key and specific tasks for Ministries, ministerial agencies, agencies under the Government of Vietnam, and local authorities regarding the construction of national key projects.

The Government Office issued Announcement 485/TB-VPCP on October 23, 2024, regarding the conclusions of the Standing Committee of the Government of Vietnam at the meeting with enterprises involved in the construction of national key projects.

To accomplish the goals set by the 13th National Congress of the Communist Party, which include targets related to essential infrastructure, particularly by 2025, concluding 3,000 kilometers of highways, completing the construction of several airports, seaports, electricity infrastructure, telecommunications infrastructure, etc., to meet high demands and expectations of the people, ministries, sectors, localities, and enterprises will jointly execute the following 06 focal tasks:

- Gain deeper awareness of the importance of national key projects in creating new developmental spaces, forming new industrial, urban, and service areas, increasing land value, facilitating people's mobility, reducing logistics costs, lowering product costs, and enhancing the competitiveness of goods, products, and the economy. The implementation of strategic infrastructure projects has been handled well and must be improved in the future.

- Diversify resources from the State, the people, enterprises, direct and indirect investors, public-private partnership resources to develop strategic infrastructure in transportation, electricity, water, healthcare, education, culture... with the spirit of harmonizing benefits among the State, enterprises, and the people.

- Focus on efficiently applying the achievements of the Fourth Industrial Revolution, advancing, and transferring technology; training high-quality human resources; enhancing management capacity towards smart operations in enterprises and projects, especially for construction enterprises.

- Continue reviewing, amending, and supplementing the legal framework related to land clearance, construction materials, standards, processes, bidding, and contractor appointment... to ensure transparency, convenience, and removal of institutional bottlenecks.

- Construction enterprises should continue to uphold the spirit of self-reliance, advancing from endogenous strength, with State support regarding institutions, mechanisms to create financial resources, human resources, and cooperation with foreign partners in technology transfer.

- The Government of Vietnam, ministries, central and local authorities, and enterprises should continuously share, listen, and understand the difficulties and challenges, encourage and motivate the achieved results; promptly remove institutional, resource, and personnel bottlenecks to promote quick and sustainable development of enterprises, contributing to national development.

Specific tasks for ministries, central, and local authorities in Vietnam

Regarding specific tasks, the Standing Committee of the Government of Vietnam requires:

- Ministries, ministerial-level agencies, agencies belonging to the Government of Vietnam, localities:

+ Effectively implement the requirements of the 10th Central Committee Conference of the 13th Party Central Committee on promoting decentralization, delegation, strengthening supervision, inspection, and administrative reforms.

+ Based on functions, duties, authority, proactively implement the above-mentioned 06 focal tasks; simultaneously address proposals and recommendations of enterprises at the meeting in accordance with the law (as summarized in the annex); report to the Prime Minister of the Government of Vietnam on the situation and results of implementation by December 15, 2024. Local leaders should regularly inspect, urge, and effectively handle promptly any issues for enterprises.

- Ministries managing specialized construction projects: Focus on reviewing, organizing, determining, and promptly issuing economic-technical norms for specialized construction work under authority; direct and urge investors to proactively determine and adjust norms to apply for projects as authorized, serving the establishment and management of construction investment costs, and contract finalization.

- Ministry of Construction:

+ Preside, cooperate with related ministries and localities to research and amend, supplement under authority or advise competent authorities to amend, supplement legal provisions on construction contracts to ensure consistency and coherence addressing existing limitations;

+ Continue reviewing, amending, and supplementing to complete the system of standards, construction norms, construction investment unit prices, total construction costs for structural components;

+ Research and propose clear delineation of scope, responsibilities of ministries managing specialized construction projects; prescribe a unified code system;

+ Focus on guidance, urge, and inspect localities in implementing state management responsibilities in publicizing construction prices in the area.

- Ministry of Natural Resources and Environment: Inspect, supervise, and absorb enterprises' opinions to promptly address issues related to land, construction materials, environmental protection, especially regulations on common construction material mines and conversion of land, forest use purposes.
