Good news: Citizens will be able to do procedures for issuing red book faster from February 08, 2021 in Vietnam

According to Clause 19 Article 1 of the Decree No. 148/2020/NĐ-CP of the Vietnam’s Government amending Point c Article 60 of the Decree No. 43/2014/NĐ-CP on dossier submission and notification of results of implementation of land- related administrative procedures. Specifically, agencies receiving dossiers and notifying results of settlement of procedures for registration of land and other land-attached assets; granting, renewing and re-granting certificates are land registration offices and branches of land registration office. To be specific:

- For cases that land registration offices and branches of land registration office receiving dossiers and notifying results of settlement of procedures for registration of land and other land-attached assets; granting, renewing and re-granting certificates according to the needs of land users and owners of land-attached assets, the time and place for receiving dossiers and notifying results of settlement of procedures shall be agreed upon between the person in need and the land registration offices and branches of land registration office but not exceed the time limit for carrying out the procedures prescribed by the People's Committee of the province.

- For places where a land registration office has not yet been established, the provincial land use right registration office shall receive dossiers for organizations, religious establishments, and overseas Vietnamese carrying out investment projects. foreign investors, foreign organizations, foreign individuals, foreign-invested enterprises; The district-level land use right registration office receives dossiers for households, individuals, residential communities, and overseas Vietnamese who are entitled to own houses associated with residential land use rights in Vietnam.

- In case households, individuals or communities wish to submit dossiers to the commune-level People's Committees, the commune-level People's Committees of the localities where the land is located shall receive the dossiers and return the results. In case of registration of changes in land, properties attached to land; within 03 days from the date of receipt of complete dossiers, commune-level People's Committees must transfer the dossiers to the land registration office or branch of the land registration office.

Besides, if the locality has organized a one-stop-shop to receive documents and return results of administrative procedures according to the Government's regulations, the Land Registration Office, Branch Office land registration shall receive dossiers and return results through the one-stop-shop according to decisions of provincial-level People's Committees, except for the case of receiving dossiers and notifying results of settlement of procedures for registration of land and other land-attached assets; granting, renewing and re-granting certificates according to the needs of land users and owners of land-attached assets.

Thus, according to the following regulation, the Decree No. 148/2020/NĐ-CP of the Vietnam’s Government has supplemented regulations that people can request a red book quickly and make a red book at home according to their needs if they can reach an agreement with the land registration offices/branches of land registration office. From February 08, 2021, people will be able to carry out procedures for issuance of red book faster if they agree with the Land Registration Office/Branch and meet the time prescribed by the People's Committee at provincial level.
