Framework for monitoring and evaluating the implementation of the Statistical Development Strategy in Vietnam

Content mentioned in Decision 1345/QD-BKHDT in 2023 on a framework for monitoring and evaluating the implementation of the Vietnam Statistical Development Strategy for the period of 2021–2030, with a vision to 2045, issued by the Minister of Planning and Investment.

Monitoring is the process of continuously reviewing and monitoring activities and using the findings to improve performance. It is a way of identifying and correcting goals in a timely manner, changing direction and priorities, and optimizing their impact.

Evaluation is used to determine how effective interventions are. The evaluation results show the reliability of the method that the unit has applied to implement CLTK21–30. The results of the evaluation activities are intended to draw on good experiences to continue to promote and share and, at the same time, detect inadequacies to overcome.

The framework for monitoring and evaluating the implementation of the Statistical Development Strategy includes two appendices, including:

(i) Appendix 1. The framework for monitoring and evaluating the SDG21–30 targets is developed to monitor and evaluate specific targets of the VSDS21–30 (including 05 contents, 17 target groups, and 54 specific targets). The columns in the Frame represent the contents; target; monitoring and evaluation targets; frequency; implementing agencies. The lines show the specific target name, detailed content of each goal.

(ii) Appendix 2. The monitoring framework for the SDG21-30 Implementation Plan was developed to monitor the progress of the work contents of the SDG21-30 Implementation Plan in Decision 1271/QD-BKHDT dated July 5, 2022, of the Minister of Planning and Investment.

Purpose of promulgating a framework for monitoring and evaluating the implementation of the Statistical Development Strategy in Vietnam

- Implementing the Decision 2014/QD-TTg dated December 1, 2021, of the Prime Minister approving the CLTK21-30 in a uniform and synchronous manner throughout the State Statistical System; enhancing the responsibility between relevant units and localities for the implementation of the SDG21-30.

- Supporting the successful implementation of the general and specific goals of CLTK21–30 and evaluating the performance results against the objectives of the Strategy.

- Monitoring and evaluating the implementation of the SDGs 21–30 comprehensively, providing useful information for managers, policymakers, planners of the Ministry of Planning and Investment, ministries, branches, and People's Committees of provinces and centrally run cities to monitor implementation progress and support the decision-making process.

- Creating a strong change in the awareness and actions of leaders at all levels and branches about the importance of statistics in service of the Party's leadership, management, direction, and administration of the State.

Principles of building a framework for monitoring and evaluating the implementation of the Statistical Development Strategy include:

- Simplicity, ensuring feasibility, flexibility, and efficiency;

- Ensuring independence and transparency;

- There is a clear implementation mechanism;

- Developing for each goal, each implementation process, and each level of evaluation in the process of implementing the Strategic objectives.
