On June 23, 2015, the Ministry of Finance issued Circular 98/2015/TT-BTC stipulating the expenditure policies for the preparation and organization of the 9th National Patriotic Emulation Congress.

- Members of the Congress Organizing Committee, Heads of Sub-Committees: 200,000 VND/person/day.

- Members of Sub-Committees: 150,000 VND/person/day.

- Members of teams and working groups under the sub-committees mobilized to serve the Congress: 100,000 VND/person/day.

- Service staff including: Security personnel, drivers (excluding drivers of rented cars), receptionists, medical staff, volunteers, liaison officers, officials of units directly mobilized to serve the Congress: 100,000 VND/person/day.

- Officials of units indirectly mobilized to serve the Congress (police forces, traffic police, etc.): 100,000 VND/person/day.

The list of staff mobilized to serve during the Congress days is approved by the Heads of Sub-Committees.

The compensation period is the actual time mobilized to serve during the Congress days, but not exceeding 5 days, and those who have received compensation are not entitled to travel allowances during these days. In case a person performs multiple different tasks, they are only entitled to the highest compensation rate. Once compensated, they are not entitled to overtime pay (if any).
