Expenses for meals in the organization of the National Patriotic Emulation Congress are stipulated as follows:

For delegates and guests:

- Delegates, guests (including foreign delegates and overseas Vietnamese), and the Organizing Committee of the Congress with centralized accommodation: Meal allowance of 400,000 VND/person/day for the duration of the Congress and 1 day before and after the Congress.- On the day there is a reception hosted by the leaders of the Communist Party and the State: Meal allowance of 200,000 VND/person/day.- For delegates who do not register for centralized accommodation at the Congress: Meal allowance of 400,000 VND/person/day for the actual days of participation.- On the day there is a reception hosted by the leaders of the Communist Party and the State: Meal allowance of 200,000 VND/person/day.- Reception hosted by the leaders of the Communist Party and the State: 500,000 VND/person/meal.

For service forces (security, protection, healthcare, drivers, receptionists...) during the days of the Congress, if the Organizing Committee arranges centralized meals, the maximum meal allowance is 200,000 VND/person/day. If not arranged centralized meals, no meal allowance will be provided.

- Drink and fruit allowance during breaks (during the Congress): 70,000 VND/person/work session.
