Planning activities include the organization of drafting, appraisal, decision-making or approval, publication, implementation, evaluation, and adjustment of the plan.
According to the provisions of Article 4 of the Planning Law 2017, planning activities must ensure the following principles:
First, comply with the provisions of the Planning Law 2017, other relevant laws, and international treaties to which the Socialist Republic of Vietnam is a member.
Second, ensure consistency and synchronization between the planning and the socio-economic development strategy and plans. This guarantees the combination of sectoral management with territorial management, ensures national defense and security, and protects the environment.
Third, ensure adherence, continuity, inheritance, stability, and hierarchy within the national planning system.
Fourth, ensure public participation by allowing the involvement of agencies, organizations, communities, and individuals. Ensure a balance of interests between the nation, regions, localities, and the people, with national interests being paramount, and uphold the principle of gender equality.
Fifth, ensure scientific basis, application of modern technology, connectivity, foreseeability, feasibility, savings, and effective use of national resources. Ensure objectivity, transparency, and preservation.
Sixth, ensure the independence of the planning body from the Planning Appraisal Council.
Seventh, ensure resources for the implementation of the planning.
Eighth, ensure unified state management of planning, with reasonable decentralization and delegation of powers among state agencies.
