New and notable policies taking effect in the beginning of June 2022 in Vietnam

1. Supplementing regulations on promotion in providing main activities in Vietnam

Decree 25/2022/ND-CP amending Decree 47/2011/ND-CP guiding the Main Law, supplementing regulations on promotion in providing key activities.

2. Edit the regulations on appraisal and merger of vocational education institutions in Vietnam

Effective from June 1, 2022, Decree 24/2022/ND-CP amends and supplements regulations on investment conditions and activities in the field of vocational education.

Accordingly, amending regulations on competence to merge vocational education institutions as follows:

- Persons who have the right to appraise the establishment or permit the establishment of a vocational education institution according to the provisions of Article 7 of Decree 143/2016/ND-CP, shall have the right to decide or permit the entry of a vocational education institution. ;

- The Minister of Labor, War Invalids and Social Affairs has the authority to decide on the distribution of admission to vocational education centers, intermediate schools to colleges (Newly added content);

- The Minister of Labor, War Invalids and Social Affairs has the authority to decide on the income of vocational and continuing education centers to enter colleges after having written opinions requesting the reorganization of the centers. Center for vocational education and training - continuing education of the competent authority in accordance with the provisions of the Law on Education and implementation of the written instructions (Newly added content).

Accordingly, the management and use of the authentication number check service is regulated as follows:

- The toll collection organization may leave 85% of the toll collection to cover the costs of service and toll collection according to the provisions of Article 5 of Decree 120/2016/ND-CP;

- The fee-collecting organization shall pay 15% of the collected amount into the state budget according to the chapters and subsections of the current State Budget Index.

Circular 19/2022/TT-BTC takes effect from June 1, 2022 and replaces Circular 305/2016/TT-BTC, Circular 17/2018/TT-BTC.
