1. Who is an inspector?

Inspectors are civil servants, officers of the People's Army or the People's Public Security appointed to inspection ranks to perform inspection tasks. Inspectors shall be provided with uniforms and inspector's cards.

Inspectors shall abide by law and take responsibility to heads of their direct managing agencies and before law for the performance of their assigned tasks and exercise of their vested powers.

(Article 31 of the Law on Inspection 2010.)

2. Inspector ranks in Vietnam

Article 33 of the Law on Inspection 2010 stipulates that inspectors have the following ranks:

- Inspectors;

- Principal inspectors;

- Senior Inspector

2.1 Inspector rank in Vietnam

Professional civil servants of state inspection agencies perform inspection decisions and other tasks of state inspection agencies. The inspectors are assigned to preside over the inspection of cases of medium size and complexity. When conducting an inspection, they must comply with the law, take responsibility before the law and the head of the direct management agency for the assigned tasks.

2.2. Principal inspector rank in Vietnam

Principal inspectors are professional civil servants of state inspection agencies, performing inspection decisions and other tasks assigned by state inspection agencies. Principal inspectors are assigned to preside over or participate in the inspection of large-scale, complicated cases involving many fields. When conducting an inspection, they must comply with the law, take responsibility before the law and the head of the direct management agency for the assigned tasks.

2.3. Senior inspector rank in Vietnam

Senior inspectors are professional civil servants of government inspectorate agencies, ministry inspectors, ministerial-level agencies, and inspectors of provinces and centrally run cities, performing inspection decisions and performing other tasks at other state inspection agencies. Senior inspectors are assigned to directly preside over the inspection of large-scale cases with very complicated circumstances involving many branches and fields. When conducting an inspection, they must comply with the law and take responsibility for the assigned tasks from the head of the direct management agency.

3. Principles of appointment of inspector ranks in Vietnam

The appointment of inspection ranks must ensure the following principles:

- The appointed person fully meets the professional standards of the inspection rank specified in Clause 1, Article 32 of the Law on Inspection and the standards specified in Articles 6, 7, 8 and 9 of Decree 97/2011/ND-CP

- The appointment must be in accordance with the authority, prescribed procedures, and in accordance with the needs of the working position.

4. Cases to be considered for and appointed to the inspection rank in Vietnam

In the following cases, civil servants may be considered and appointed to inspection ranks:

- Civil servants holding the ranks of specialists and equivalents, main specialists and equivalents, senior specialists and equivalents working in state inspection agencies have qualified and qualified to switch to inspection prongs corresponding;

- Civil servants who have passed the exam for the promotion from inspector to chief inspector or the exam for the promotion from chief inspector to senior inspector.

- Officers of the People's Army and officers of the People's Public Security who work at the National Defense Inspectorate or the Public Security Inspectorate fully meet the conditions and criteria for the inspection rank as prescribed in Clause 3, Article 5 of the Decree 97/2011/ND-CP shall be considered and appointed to the respective inspection ranks according to the conditions, standards, and needs of the working position.

5. Appointment of inspection ranks in Vietnam

- Ministers, heads of ministerial-level agencies, and chairpersons of People's Committees of provinces and centrally run cities shall consider and appoint inspectors and main inspectors.

- The Minister of Home Affairs considers and appoints civil servants to the rank of senior inspector;

The Minister of Public Security and the Minister of National Defense shall consider and appoint People's Public Security officers and People's Army officers to the rank of senior inspectors.

Decisions on the appointment of senior inspectors under the Inspectorate of Ministries, ministerial-level agencies, and inspectors of provinces and centrally run cities must be sent to the Government Inspectorate for monitoring and consolidation.
