In order to ensure the integrity as well as enhance the responsibility of officials and public employees, the Ministry of Home Affairs of Vietnam has issued a Code of conduct for officials and public employees when performing their official duties.
Specifically, according to Clause 1 Article 4 of the Code of conduct for officials, public employees and employees issued together with Decision No. 2816/QĐ-BNV of the Ministry of Home Affairs of Vietnam, things that officials, public employees and employees must do while on duty include:
- Strictly and fully comply with regulations on obligations of officials, public employees and employees in accordance with the law on officials and public employees;
- When exchanging or working directly, either in administrative documents or via means of communication (telephone, mail, via the internet, etc.) must ensure that the information exchanged is in accordance with the content of the work that the organization and the citizen need to guide and respond to;
- Be responsible for publicly guiding organizations and citizens to the implementation process approved by competent authorities to ensure that the requests of organizations and citizens are resolved in accordance with the provisions of law and within the prescribed time; in case the work is prolonged beyond the prescribed time, officials, public employees and employees shall have to publicly notify the requesting organization and citizen of the reason;
- Take responsibility before the law for their actions.
Besides, according to Clause 2 Article of this Code, things that officials, public employees and employees are not allowed to do include:
- Impersonate any individual to solve work; take advantage of the organization's name to solve individual's affairs;
- Have bureaucratic, authoritarian, bossy, corrupt, and abusive attitudes or behaviors;
- Refuse legal requests of persons who need to be resolved in accordance with assigned responsibilities and tasks;
- Losing, damaging or falsifying dossiers and documents related to the request of organizations and citizens when assigned to settle;
- Reveal State secrets, work secrets and content secrets with the full name of the person writing the complaint or denunciation in accordance with law;
- Particularly for officials and public employees in the field of inspection and other professional activities, in addition to complying with the provisions of this Code, they must strictly comply with the prescribed professional ethical standards;
- Other tasks as prescribed by the law on officials, the law on anti-corruption and other relevant laws.
Moreover, Article 3 of this Code also stipulates that when working at the office and during the performance of their duties and public duties, officials, public employees and employees must comply with the following provisions:
- Wear polite office attire, neat hair;
- Posture, manners, serious gestures, warm attitude, modesty, politeness, respect for communicators, use of standard, clear, coherent and gentle language;
- Officials, public employees and employees must wear or wear name tags, badges, title cards in accordance with regulations;
- Not working separately, causing disorder during working hours;
- Do not smoke in the office, working room; do not use alcoholic beverages during working hours;
- Do not wear headphones, play music, listen to music, play video games and personal entertainment devices during working hours;
- The workplace must be neat and tidy; do not display or store depraved cultural products, documents against the Party and State.
