Regulations on expenditures on retraining to improve foreign language proficiency for leaders and managers in Vietnam

The content of expenditures on retraining to improve foreign language proficiency for leaders and managers in Vietnam shall comply with the provisions of Article 8 of Circular 42/2023/TT-BTC, specifically as follows:

Contents of retraining to improve foreign language proficiency in Vietnam

+ Expenses paid to training and retraining institutions (domestic and foreign) under the contract signed between the standing agency and the training and retraining institution in accordance with law.

Particularly, the cost of retraining to improve English proficiency and taking the international English certification exam (IELTS certificate) is paid when meeting the requirements for input and output foreign language proficiency according to the annual enrollment notice or of each course and according to the actual bill, but not more than 65 (sixty five) million VND/student/course (including the cost of paying for the training institution and the course syllabus; excluding the cost of the entrance test). The English language training and certification exam must be conducted at foreign language training institutions that are eligible to organize international English certification exams according to the regulations of the Ministry of Education and Training of Vietnam;

+ Expenses for exams to evaluate learning results at the request of authorities (if any);

+ Expenses for concentrated accommodation during the training period for officials participating in the course;

+ Expenses for domestic business trips, including: transportation costs for cadres from the agency to the place of study (one turn away and back; public holidays; New Year's holidays) for a continuous course; partial support for meals during the concentrated study period; accommodation rent for staff during the days of concentrated study at the training and retraining institution (in case the training and retraining institution and the training organization confirm that they cannot arrange concentrated accommodation) );

+ Expenses for directly serving the course and not yet included in the contract signed with the training and retraining institution, including: renting of halls and classrooms; expenses for renting equipment and tools for teaching; buying and printing textbooks; spending money for regular medical drugs for school staff (if sick). In case of hiring a training and retraining institution to conduct the entire training course (package contract), it shall comply with the contract signed with the training and retraining institution.

Expenses for retraining to improve foreign language proficiency in foreign countries

+ Expenses paid to overseas training and retraining institutions under the contract signed between the standing agency and the training and retraining institution in accordance with law;

+ Living expenses as prescribed at Point a, Clause 2, Article 7 of Circular 42/2023/TT-BTC;

+ Passport issuance fee; visa fees; Health Insurance; medical examination expenses (if required by the host country or overseas training and retraining establishments); domestic and foreign airport fees (if any); the cost of renting a vehicle from the airport to the place of residence and vice versa; domestic travel expenses (in case you have to gather at a certain place to go together or when you return from abroad, you cannot return home in time for the day).

+ Airfare (one ticket from Vietnam to the place of study and one ticket from the place of study to Vietnam) for the entire training period, unless it is covered by your side;

+ Expenses for medical isolation, testing costs when there is an epidemic at the request of the host country's health authorities or overseas training institutions, and other expenses as prescribed (if any).
