Increase in pension and social insurance benefits from July 1, 2023 in Vietnam

At the 4th session of the 15th National Assembly, the Resolution on the state budget estimate for 2023 was approved.

Besides increasing the base salary to 1.8 million VND/month from July 1, 2023 (currently applied at 1.49 million VND/month), there is another important piece of information.

That is, from July 1, 2023, there will be a 12.5% increase in pensions, social insurance benefits, and additional support for people who retired before 1995 with low benefits.

Increase the allowance standard for people with meritorious services to ensure it is not lower than the poverty standard in urban areas.

Increase 20.8% of social security policy expenditures tied to base salary.

Who will have their pension increased as of July 1, 2023 in Vietnam?

As mentioned above, from July 1, 2023, pensions will increase by 12.5%.

It can be understood that those who are receiving pensions before July 1, 2023 will be eligible for pension increases.

Currently, there is no guiding document, so it is not possible to know in detail who will receive increased pensions, however, you can refer to the regulations in Decree 108/2021/ND-CP on adjustments to pensions, social insurance benefits and monthly benefits.

Decree 108/2021/ND-CP adjusting pension levels, social insurance benefits, and monthly benefits for subjects receiving pensions, social insurance benefits, and monthly benefits before January 1, 2022, including:

- Officials, civil servants, workers, public employees, and employees (including people who have participated in voluntary social insurance, retirees from the Nghe An farmers' social insurance fund and transferred to it according to Decision 41/2009/QD-TTg in 2009 on converting Nghe An farmer social insurance to voluntary social insurance); military personnel, people's police, and cipher workers are receiving monthly pensions.

- Commune, ward, and town officials specified in Decree 92/2009/ND-CP on titles, quantity, some regimes, and policies for officials and civil servants in communes, wards, and towns, and those working part-time at the commune level, Decree 34/2019/ND-CP amends and supplements a number of regulations on commune-level officials, civil servants, and part-time activists at the commune level, in villages and residential groups; Decree 121/2003/ND-CP on regimes and policies for officials and civil servants in communes, wards, and towns; and Decree 09/1998/ND-CP amending and supplementing Decree 50/CP on the living expenses regime for commune, ward, and town officials who are receiving pensions and monthly benefits.

- People who are receiving monthly disability benefits according to the provisions of law; people who are receiving monthly benefits according to Decision 91/2000/QD-TTg on benefits for people who have reached the end of working age at the time of stopping receiving monthly disability benefits, Decision 613/QD-TTg on monthly allowances for people with 15 to less than 20 years of actual working experience, the time limit for loss of working capacity allowance has expired; Rubber workers are receiving monthly benefits according to Decision 206-CP in 1979 on policies for newly liberated workers working in heavy, health-harming jobs who are now old and weak and have to quit their jobs.

- Commune, ward, and town officials are receiving monthly benefits according to Decision 130-CP in 1975, supplementing policies and remuneration for commune officials, and Decision 111-HDBT in 1981, amending and supplementing a number of policies and regimes for commune and ward officials.

- Military personnel are receiving monthly benefits according to Decision 142/2008/QD-TTg in 2008 on the implementation of regimes for soldiers participating in the resistance war against the US to save the country, with less than 20 years of service in the army, who have been demobilized and returned to their localities (amended and supplemented by Decision 38/2010/QD-TTg).

- The People's Police are receiving monthly benefits according to Decision 53/2010/QD-TTg in 2010 on the regime for People's Public Security officers and soldiers participating in the resistance war against the US with less than 20 years of service in the People's Police who have quit their jobs and returned to their localities.

- Soldiers, people's police, and people doing cipher work are paid the same as soldiers and people's police who are receiving monthly benefits according to Decision 62/2011/QD-TTg in 2011 on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975, were demobilized, demobilized, or quit their jobs.
