According to Clause 1 of Article 1 of Working Regulation 10-QD/TW, the Central Inspection Commission is the specialized inspection and supervisory agency of the Central Executive Committee, carrying out tasks and exercising powers as stipulated in the Party Charter. At the same time, the Central Inspection Commission also advises and assists the Central Executive Committee, the Politburo, and the Secretariat in directing the implementation of inspection, supervision, and disciplinary enforcement within the Party.
Based on Article 7 of Working Regulation 10-QD/TW, the working regime of the Central Inspection Commission is as follows:
- The Central Inspection Commission holds regular meetings twice a quarter.
- The Central Inspection Commission implements reporting, summarizing, and reviewing as follows:
+ Annually and mid-term, the Central Inspection Commission reports to the Central Executive Committee on the inspection, supervision, and disciplinary enforcement within the Party; on the activities of the Central Inspection Commission and inspection committees at all levels.
+ Every six months, the Central Inspection Commission reports to the Politburo, the Secretariat on the inspection, supervision, and disciplinary enforcement within the Party.
- Mid-term and at the end of the term, the Central Inspection Commission conducts a comprehensive review of its inspection, supervision, and disciplinary enforcement activities within the Party, and reviews the implementation of the Working Regulation to report to the Central Executive Committee.
Therefore, the Central Inspection Commission holds regular meetings twice a quarter and implements a reporting regime for other state agencies every six months or annually. Mid-term and at the end of the term, the Central Inspection Commission summarizes its inspection and supervision activities to report to the Central Executive Committee.
According to Article 6 of Working Regulation 10-QD/TW, the working principles of the Central Inspection Commission are as follows:
- The Central Inspection Commission works under the leadership of the Central Executive Committee, under the direct and regular guidance of the Politburo and the Secretariat. Members of the Central Executive Committee have the right to question the activities of the Central Inspection Commission. The Central Inspection Commission is responsible for responding to relevant issues.
- The Central Inspection Commission implements the principles of democratic centralism, works collectively, and makes decisions by majority vote.
- When conducting inspections and supervision, if the party organization and party members being inspected or supervised have issues that need to be commented on, they should report them to the Chairperson or the Standing Board of the Central Inspection Commission; they should not create difficulties or obstacles for the inspection and supervision.
- Decisions, conclusions, and announcements of the Central Inspection Commission regarding inspection, supervision, and disciplinary enforcement within the Party must be publicly communicated to relevant party organizations and members in appropriate forms.
According to the above regulations, the Central Inspection Commission works collectively and makes decisions by majority vote. The Central Inspection Commission is under the Central Executive Committee, so members of the Central Executive Committee have the right to question the activities of the Central Inspection Commission.
Currently, the 13th term of the Central Inspection Commission consists of 24 members. Among them, Comrade Tran Cam Tu, Member of the Politburo, Secretary of the Central Party Committee, holds the position of Chairman; Comrade Tran Van Ron, Central Party Committee Member, holds the position of Deputy Permanent Chairman; 7 comrades hold the position of Deputy Chairman, and 12 comrades are members. The leadership board of the Central Inspection Commission for the 13th term includes the following individuals:
