On December 26, 2024, the Minister of Education and Training issued Circular 27/2024/TT-BGDDT concerning the Regulations on the organization and operation of schools and classes for persons with disabilities, effective from July 1, 2025.
As stipulated in Article 4 of the Regulations on the organization and operation of schools and classes for persons with disabilities, promulgated with Circular 27/2024/TT-BGDDT, the naming regulations are as follows:
(1) The name of a specialized educational school: Specialized Educational School + personal name or geographical name.
The personal name must be clear, non-misleading, not misrepresent the organization and activities of the specialized educational school, uphold the purity of the language, and not use words or symbols inappropriate to the historical, cultural, ethical, or customary traditions of the nation.
(2) The name of the specialized educational school is to be recorded on the seal and nameplate.
(3) The specialized educational school nameplate includes:
- Upper left corner
First line: Provincial/municipal People's Committee (hereafter referred to as Provincial People's Committee) and the name of the province.
Second line: Department of Education and Training.
- Center: The name of the specialized educational school as regulated in Clause 1, Article 4 of the Regulations on the organization and operation of schools and classes for persons with disabilities promulgated with Circular 27/2024/TT-BGDDT;
- Below: the address, phone number, email, website (if any) of the specialized educational school.
(4) The provisions of Clause 1, Clause 2, and Clause 3, Article 4 of the Regulations on the organization and operation of schools and classes for persons with disabilities, promulgated with Circular 27/2024/TT-BGDDT, apply to newly established or reorganized specialized educational schools once the Circular takes effect.
(5) The name of the specialized educational class is decided by the school possessing the specialized class, ensuring appropriateness and avoiding the creation of a discriminatory mindset.
Thus, the name of a specialized educational school for persons with disabilities must follow the structure: "Specialized Educational School" + personal name or geographical name.
Note: The personal name must be clear, non-misleading, not misrepresent the organization and activities of the specialized educational school, uphold the purity of the language, and not use words or symbols inappropriate to the historical, cultural, ethical, or customary traditions of the nation.
Under the provisions of Article 5 of the Regulations on the organization and operation of schools and classes for persons with disabilities, promulgated with Circular 27/2024/TT-BGDDT regarding the duties and powers of a specialized educational school, including schools with specialized classes:
Article 5. Duties and Powers of Specialized Educational Schools and Schools with Specialized Classes
1. Duties and Powers of Specialized Educational Schools
Specialized educational schools shall perform the duties and powers as prescribed for educational institutions of the same educational level and type; the provisions of this Regulation; in addition to a number of other duties and powers as follows:
a) Develop plans to present to competent authorities, coordinating to organize medical interventions, rehabilitation activities for students with disabilities;
b) Carry out tasks related to the education of students with disabilities: early educational intervention, support for inclusive education when assigned by competent authorities. These activities follow the regulations in the organization and operation of the inclusive educational development support centers issued by the Ministry of Education and Training. Competent authorities, when assigning tasks, need to ensure the conditions for the specialized educational school to implement;
c) Be entitled to partner with organizations and individuals domestically and internationally to support educational activities for students with disabilities in accordance with regulations;
d) Receive assistance to serve the education of students with disabilities in accordance with regulations;
e) Organize day boarding and boarding services for students with disabilities if conditions allow.

Thus, a specialized educational school has the duties and powers to perform educational activities for students with disabilities, including medical intervention, rehabilitation, inclusive education, and cooperation with organizations and individuals both domestically and internationally. The school is also authorized to receive aid and organize day boarding and boarding services if conditions permit.
