The Party Committee at the Central level is a party organization established by the Politburo and the Secretariat, under the direct and regular leadership of the Politburo and the Secretariat, performing the functions of leadership and direction for state agencies, the Vietnam Fatherland Front, socio-political organizations, and a number of mass associations at the Central level assigned by the Party and State according to the provisions of the Party Charter and the Central regulations and instructions. Pursuant to Clause 2 of Article 4 of Regulation 97-QD/TW, members of the Government Party Committee include:

+ Deputy Prime Ministers;

+ Minister of Foreign Affairs;

+ Minister of Home Affairs, Minister;

+ Head of the Government Office.

The Party Committee is established by the Secretariat: Pursuant to Article 5 of Regulation 97-QD/TW, members of the Party Committee of the Supreme People's Court include:

+ Chief Justice;

+ Deputy Chief Justices;

+ Director of the Personnel Organization Department.

Among them, the Chief Justice is the Secretary of the Party Affairs Committee, and 1 Deputy Chief Justice is the Deputy Secretary of the Party Affairs Committee.

- Members of the Party Committee of the Supreme People's Procuracy include:

+ Director;

+ Deputy Directors;

+ Director of the Personnel Organization Department.

- Members of the party committees of ministries and branches include:

2. Functions, tasks, and powers of the Party Committee in Vietnam

Regarding the functions of the Party Committee:

The Party Committee performs leadership and direction functions for state agencies, the Vietnam Fatherland Front, socio-political organizations, and a number of mass associations at the Central level assigned tasks by the Party and State according to the provisions of the Party Charter and the Central regulations and instructions.

Regarding tasks, the Party Committee carries out the following:

- Lead and direct the implementation of the Party's guidelines and regulations, and the State's policies and laws; the political directions and tasks of assigned agencies, branches, and fields; Organize apparatus and staff according to authority and decentralization; Leading the work of inspecting compliance with the Party's policies and regulations; Coordinate with party committees at all levels to carry out the work of building and rectifying the Party and the political system within the party.

- Party unions and party committees collectively discuss, vote on, and resolve the following issues:

- Lead and direct the implementation of political tasks in assigned branches and fields. Concretize the Party's guidelines and regulations, the State's policies and laws into programs and implementation plans for agencies, branches, and fields,

- Lead and direct the development of legal documents and important projects that party unions, party committees, and agencies are responsible for drafting.

- Pilot implementation of a number of new policies according to the decisions of the Party Central Committee, Politburo, and Secretariat.

- Lead, take comprehensive responsibility for organization, apparatus and staffing, staff work, and management of staff according to hierarchy.

- Lead the work of inspecting compliance with the Party's policies and regulations in assigned fields. Provide policies and viewpoints on disciplining party members who are cadres, civil servants, and public employees under the authority according to decentralized management.

Regarding powers, the committees have the following powers:

- Exercise the powers according to regulations and take responsibility before the Politburo and the Secretariat for decisions made.
