Hello, Lawnet would like to answer as follows:

1. What is the age range eligible to be admitted to the Party in Vietnam?

According to Section 1 Regulation 24-QD/TW 2021, the age for admission of Party members and the educational level of people joining the Party are prescribed as follows:

- Regarding age:

+ At the time the Party cell considers admission, people must be 18 to 60 years old (calculated by month).

+ The admission to the Party of people over 60 years old is considered and decided by the Central Party Committee.

- Regarding educational level:

+ People joining the Party must have a secondary school diploma or higher.

+ Education of people joining the Party living in mountainous areas, islands, ethnic minority areas, areas with extremely difficult socio-economic conditions, and other specific cases due to party development requirements that cannot meet general regulations and follow the instructions of the Secretariat.

In addition, Clause 1 of Instruction 01-HD/TW 2021 stipulates the age and education level of people joining the Party in some special cases as follows:

- Regarding age:

Only consider admitting people over 60 years old to the Party when they meet the following conditions:

+ Having good health and reputation;

+ Currently working or residing in an establishment that has no party organization, no party members, or due to special requirements;

+ Being approved in writing by the Standing Committee of the Central Party Committee before the competent Party Committee makes the admission decision.

- Regarding educational level:

+ People joining the Party are living in mountainous areas, border areas, islands, ethnic minority areas, areas with extremely difficult socio-economic conditions, or fishermen who regularly work at sea and on islands; If they do not meet the Regulations implementing the Party Charter of the Central Executive Committee, term XIII, they must have a minimum educational level of completion of the primary school program.

+ The educational level of people joining the Party is village elders, village heads, reputable people, and people living in mountainous areas, border areas, islands, and ethnic minority areas. and areas with particularly difficult socio-economic conditions; or for fishermen regularly working on the sea or on islands, they must at least be able to read and write the national language and have written approval from the Standing Committee of the Party Committee directly under the Central Government before the competent party committee makes an admission decision.

Thus, the age to be admitted to the Party is between 18 and 60 years old. For special cases of people over 60 years old joining the Party, it is necessary to ensure that they meet the conditions on health, prestige, etc. and are considered and decided by competent authorities.

2. What duties and rights do Party members in Vietnam have?

Regarding the duties of party members

According to the provisions of Clause 2 of Instruction 01-HD/TW 2021, party members must successfully complete specific assigned tasks:

- Assigned tasks include:

+ Duties prescribed by the Charter of the Communist Party of Vietnam 2011.

+ Tasks are assigned by party organizations, governments, agencies, units, the Fatherland Front, and socio-political organizations.

- Completing assigned tasks well means completing them in a quality, efficient manner, and within the prescribed time.

 - Assigning work to party members means assigning party members tasks within the leadership scope of the cell, such as:

+ Building a clean and strong party cell;

+ Developing party members; building strong governments and unions;

+ Building cultural life in residential areas;

+ Ensuring security and order;

+ Prevent and combat corruption, waste, social evils...

- Party cells are responsible for helping, inspecting, and supervising party members to implement and include in the annual quality assessment of party members. Assigned party members are responsible for reporting to the Party cell periodically or upon request. Higher-level Party Committees regularly direct, inspect, supervise implementation, and learn from experience.

- The evaluation of the results of successfully completing assigned tasks is based on the annual review of the work of party members in the cell; comments from party committees, authorities or agencies, units, Fatherland Front, and executive committees of socio-political organizations (where party members are members of those organizations)
under the leadership of the cell.

Regarding the rights of party members

According to the provisions of Section 2 of Regulation 24-QD/TW 2021, party members have the following rights:

- Party members' right to information:

+ On a monthly or irregular basis, according to the instructions of the Central Propaganda Department and superior party committees, party committees at all levels inform party members about the situation and tasks of localities, agencies, and units;

+ The Party's guidelines and policies and the State's laws; domestic and world news...

- Information consistent with task requirements and characteristics of the party organization and party members, contributing to raising awareness and creating conditions for party members to successfully complete assigned tasks.

- Party members' rights to run for office, nominate, and elect leading agencies at all levels of the Party: follow the regulations of the Central Executive Committee.

- Party members' rights to criticize and question party organizations and party members; report and make recommendations to responsible agencies:

+ Party members can criticize, question, report, and make recommendations directly or in writing within the Party's organization on the activities of the party organization and party members at all levels;

+ On issues related to the functions, tasks, and powers of the party organization or the responsibilities, duties, and moral qualities of that party member;

+ Taking responsibility before the party organization for their opinions when receiving criticism, questions, reports, recommendations, and the party organization.

+ Party members are responsible for responding according to their authority no later than: 30 working days for grassroots party organizations and party members, 60 working days for district, provincial, and equivalent levels, and 90 working days for the central level.

Note: In complicated cases that need to take longer than the time specified above, the party organization and party members must be informed of the reason.

 - Party members are informed of the comments of the Party Committee at the workplace and place of residence when considering appointment and recommending candidates for election;

- Presenting opinions to party organizations and party committees when considering and deciding on work or disciplining oneself.

Thus, party members not only have the duty to complete assigned tasks well but also have the right to participate, criticize, and make recommendations to build an increasingly stronger Party.
