What are the documents required to organize a foreign language certificate exam in Vietnam?

1. What is a foreign language certificate?

A foreign language certificate is considered a type of degree that proves a person's understanding of a certain language. Depending on the level of understanding, the language certificate will also be divided into many levels according to each different language.

English certificates are considered the most popular foreign language certificates and are also used to consider graduation requirements for all universities in Vietnam.

2. What are the documents required to organize a foreign language certificate exam?

Pursuant to Clause 2, Article 21 of Decree 86/2018/ND-CP, as for the joint test administration carried out to issue foreign certificates of language proficiency, the application documents shall include:

- An application form for approval for the joint test administration using form No.08 in the Appendix to Decree 86/2018/ND-CP.

- An agreement or a cooperation contract between the Vietnamese test center and the foreign-owned test center.

- A written document proving the legal status of both parties.

- The plan for administering tests to issue foreign certificates of language proficiency shall be written in form No. 09 in the Appendix to Decree 86/2018/ND-CP,

In which there is information about: the value and scope of use of foreign language certificates, the proofs of quality assurance for administering tests, the locations for administering tests, the forms of joint test administration, responsibilities of both parties, the testing fees and other fees, collection and payment mechanism and financial management mechanism, entitlements and responsibilities of the examinees, and other related information.

3. Procedures for organizing foreign language certificate exams in Vietnam

According to Clause 2, Article 23 of Decree 86/2018/ND-CP, as for the joint test administration carried out to issue foreign certificates of language proficiency.

- Both institutions that provide tests with the aim to issue foreign certificates of language proficiency shall send 01 set of application documents stipulated in clause 2, Article 21 of Decree 86/2018/ND-CP in person or by post to the Ministry of Education and Training.

- Within 20 working days from the date on which the application is received, the Ministry of Education and Training shall appraise the aforesaid application and send a written notification in person or by post to both parties.

- In case where the application documents are deemed incomplete, within 05 working days from the date on which the documents are received, the Ministry of Education and Training shall send a written notification in person or by post or via email to both parties.

4. What are the conditions for organizing a foreign language certificate exam?

To organize a foreign language certificate exam, the following conditions must be met:

- There must be a cooperative link between the exam organization in Vietnam and the foreign language proficiency assessment facility.

- Parties participating in the association must have legal status.

- There is an independent department that performs the function of assessing foreign language proficiency (hereinafter referred to as the specialized department.

- There must be a team of managers, exam examiners, exam question makers, exam data analysts, support staff, and technicians meeting the quantity and qualification requirements to organize the organization. exam to assess foreign language skills

- There must be adequate facilities to meet the conditions for organizing certification exams.

- There must be a safe and pedagogical environment to organize exams.

- There must be software to organize exams on computers and a bank of exam questions.

- There must be a project to organize a foreign language proficiency test.
