1. What is Public Security Force service? What is military service? What are militia and self-defense forces?

1.1. What is Public Security Force service?

According to Article 8 of the Law on People’s Public Security Force 2018 of Vietnam, the obligation to join the People’s Public Security Force is prescribed as follows:

- A citizen’s fulfillment of the obligation to join the People’s Public Security Force means that he/she has performed their obligation to defend the Fatherland during his/her service in the people’s armed force. 

Annually, the People’s Public Security Force may recruit citizens within age for service into the People’s Public Security Force for a period of 24 months. 

The Minister of Public Security shall be accorded authority to extend the period of service of non-commissioned officers and conscripts to no more than 06 months in the following cases:

+ Extension of the period of service serves the purpose of being ready to fight;

+ Extension of the period of service may be granted if they are performing natural disaster or epidemic prevention and control or rescue tasks.  

- The procedures for recruitment of eligible citizens into the People’s Public Security shall be similar to the procedures for recruitment of citizens eligible to perform active military duty.

1.2. What is military service?

According to Article 4 of the Law on Military Service 2015 of Vietnam, military service is as follows:

- Military service is the glory of citizen to serving in People’s Army. Military service is performed in the regular armed forces or in reserve forces of People’s Army.

- Citizens at the age for military service, regardless of ethnics, sectors, faiths, religions, education levels, occupations or residences, shall complete the military service according to the regulations in the Law on Military Service 2015.

- Any citizen who joins the Coastguard forces or People’s Army is considered as active duty military.

1.3. What are militia and self-defense forces?

According to Clause 1 Article 2 of the Law on Militia and Self-defense Forces 2019 of Vietnam, militia and self-defense forces refer to mass armed forces not separated from production and work, called “militia” if organized locally and “self-defense forces” if organized in regulatory authorities, political organizations, socio-political organizations, public service providers and economic organizations.

Selection criteria

- Have a clear background;

- Strictly abide by the lines and guidelines of the Party, policies and laws of the State; no criminal record; etc.

- Ensure political standards as prescribed by the Minister of Public Security;

- Graduated from high school. Particularly in disadvantaged areas, citizens who have graduated from lower secondary schools can be recruited. Priority is given to people who have graduated from colleges, universities or higher with necessary expertise.

- Body fit, not deformed and meet other health standards.

- Have a clear background;

- Strictly abide by the lines and guidelines of the Party, policies and laws of the State;

- Be healthy enough to serve in the army;

- Have a cultural level from grade 8 or higher. For localities where it is difficult to ensure that the quota of troops is met, people from grade 7 qualifications shall be selected.

- Have a clear background;

- Well abide by the lines and guidelines of the Party, policies and laws of the State;

- Be healthy enough to perform the duty to join the militia and self-defense force.

Benefits enjoyed

- Be entitled to regimes and policies for non-commissioned officers and soldiers serving in the armed forces;

- Be entitled to vocational training allowance or a job creation allowance;

- Be given the priority to the entrance exam to the People's Public Security schools;

- Be entitled to other regimes and policies as prescribed by the Government.

- 10 days of leave if serving in the army from the 13th month onwards;

- Be entitled to many benefits when demobilized;

- Be entitled to support for vocational training, job creation when demobilized

- Militia (except maritime militia, standing militia):

+ Working day allowance (not lower than the coefficient of 0.8 of the statutory pay rate), if the militia works on duty from 10 pm to 6 pm or in a dangerous and toxic place, he/she will be entitled to the regime according to the Labor Code 2012 of Vietnam.

+ When working far away from the place of residence, they will be provided with accommodation, vehicle support, travel expenses or payment of train and car fare for one-time travel and return; food allowance.

- Self-defense (except marine self-defense, permanent self-defense):

Full salary, benefits, travel allowance and train and car fare are paid according to the regime.

- Marine self-defense:

+ Militiamen are entitled to a working day allowance, the level of allowance is not lower than the coefficient of 0.12 of the statutory pay rate, and a meal allowance.

+ + Self-defense is paid full salary, benefits, travel allowance and train and car fare.

- Standing militia and self-defense force:

+ 01 month's statutory pay rate in case of having from full 12 months to under 18 months.

+ 02 month's statutory pay rate in case of having from full 18 months to under 24 months.

+ 03 months' statutory pay rate in case of having full 24 months or more.
