According to the regulations on the functions of provincial party committees stipulated in Article 2 of Decision 10-QD/TW in 2018, the Provincial Party Committee (referred to as the Provincial Committee) is the leadership body of the provincial party organization between congresses. It has the function of leading the implementation of resolutions of the provincial party congress; the directives, resolutions, and instructions of the Central Committee, and the policies and laws of the state; proposing and recommending to the Politburo and the Secretary-General issues related to the central leadership of the province; taking responsibility before the Central Committee, the Politburo, the Secretary-General, the party organization, and the people of the province for the overall situation of the locality and the decisions of the Provincial Committee.
Based on Article 4 of Decision 10-QD/TW in 2018, the tasks and powers of the Executive Committee of the Provincial Party Committee in Vietnam are as follows:
(1) To concretize the guidelines and measures for implementing the resolutions of the provincial party congress and the directives and resolutions of the Central Committee. To decide on the work program and the program for inspection and supervision throughout the term; the working regulations of the provincial committee; the standing committee of the provincial committee, and the inspection committee of the provincial committee.
(2) To lead, direct, and organize the evaluation and summary of the resolutions and instructions of the Central Committee, the Politburo, and the Secretary-General, as well as the resolutions of the provincial party committee. Based on the content and nature of each field, the provincial committee to make resolutions or conclusions for leadership. To identify key tasks, breakthroughs, key programs, projects, and initiatives. To organize the implementation of pilot projects and new models under the guidance of the Central Committee.
(3) To direct and decide on Party construction, organizational work, and official affairs; supervise, inspect, and discipline Party members in accordance with the Party's regulations.
- Lead political and ideological work, theoretical study of political theories, summarizing practice and theoretical research; struggle against incorrect viewpoints, protect Marxist-Leninist ideology, Ho Chi Minh's thoughts, and the Party's viewpoints and paths.
- Implement the Central's regulations on the responsibility of setting examples for officials and Party members, especially for leading officials, managers, and heads of various levels.
- Lead the innovation and completion of the organizational apparatus of the political system. Decide on the establishment, merger, division, and dissolution of Party organizations, agencies, and units under the provincial Party committee's jurisdiction, following the regulations and guidance of the Central.
- Based on the Central's orientation, determine the direction for Party congresses at the local level; prepare the content and decide to convene provincial Party congresses and midterm conferences (if any); approve draft documents to be submitted to the Congress; prepare and introduce personnel for the provincial Party committee, standing committee, Inspection Commission, and the head of the provincial Inspection Commission and key leadership positions of the province or city.
- Comprehensively lead the work of official management of the official team, implementation of official policies within the political system, and ensuring compliance with principles, content, procedures, and authority as stipulated by the Central.
Present to the Politburo, Personnel Committee the nominated candidates for the positions of Party Secretary, Deputy Party Secretary, Chairman of the People's Council, Chairman of the People's Committee of the province, and head of the provincial National Assembly delegation.
Based on the regulations and guidelines of the Central, discuss and decide the number of members of the standing committee, members of the Inspection Commission of the provincial Party committee. Elect the standing committee, Party Secretary, Deputy Party Secretary, Inspection Commission, and head of the provincial Inspection Commission.
Review, recommend, and propose the addition of members to the provincial Party committee's executive board.
Introduce candidates for the positions of Chairman of the People's Council, Chairman of the People's Committee of the province for the provincial People's Council to elect; participate in opinions on the personnel of Deputy Chairman of the People's Council, Deputy Chairman of the People's Committee before the provincial Party committee's standing committee decides to nominate for the provincial People's Council to elect.
- Conduct self-criticism and criticism, question and vote of confidence for leadership and management positions as stipulated. Provide opinions on the results of evaluation, self-criticism, and criticism of the provincial Party committee's standing committee and standing commission. Lead the construction, consolidation, and enhancement of the quality of Party organizations and officials, Party members; internal political protection work, especially current political issues.
- Lead Party inspection, supervision, and discipline work; organize and carry out inspection and supervision tasks for Party organizations and Party members. Decide or propose commendation, discipline, resolution of disciplinary complaints, accusations against Party organizations, Party members, and issues of Party expulsions according to the Party's Charter and the regulations of the Central.
(4) To lead the local government in performing functions, tasks, and the authority of state management as stipulated by law. To provide orientation for important issues decided by the provincial People's Council. Determine goals, directions, and main tasks in socio-economic development planning, long-term and medium-term plans, construction planning, urban planning, and land use planning of the locality. To provide directions on major, important, sensitive issues regarding the economy, society, budget, issuance of local bonds, national defense, security, key investment projects on production, business, the foreign economy, etc.; provide directions on investment in special important projects of the locality. Provide opinions on planning, adjustment of administrative boundaries, or establishment, merger, or division of administrative units as regulated by law. To review, provide opinions on the socio-economic situation, budget for 6 months and annually of the province; determine directions, tasks for the upcoming period.
(5) To lead mass work, implement grassroots democratic regulations, promote people's ownership; enhance the role of social supervision and criticism, contribute to building the Party, building the government of the Fatherland Front, political-social organizations, and people's representatives.
(6) To decide on matters related to the management of the Party's finance, assets; review and provide opinions on the Party's annual and end-of-term financial work. Lead the Party's economic activities (if any).
(7) To review, provide opinions on the work that the provincial Party committee's standing committee has resolved between two provincial Party committee conferences; decide on important issues presented by the provincial Party committee's standing committee.
(8) To implement other tasks assigned by the Central.
