1. Ho Chi Minh City Department of Taxation's request for review and handling of companies using illegal invoices in Vietnam

On October 6, 2023, the Ho Chi Minh City Department of Taxation issued Official Dispatch 12111/CTTPHCM-TTKT2 regarding the review and handling of companies using illegal invoices.

The Department of Taxation received Official Dispatch 5567/CQCSDT-CSKT dated September 20, 2023, from the Investigation Police Agency - District 12 Police regarding the review and handling of companies using illegal invoices.

In relation to 49 "ghost" companies established for the purpose of selling value-added tax invoices.

The Department of Taxation requests units to review and inspect taxes for companies using invoices from these "ghost" companies (details according to the attached list in Official Dispatch 5567/CQCSDT-CSKT dated September 20, 2023, from the Investigation Police Agency - District 12 Police, Ho Chi Minh City)

- In cases with signs of criminal activity, it is recommended to transfer them to the competent Investigation Police Agency for investigation and handling according to regulations.

- In cases without signs of criminal activity but only administrative violations, penalties and tax recovery should be carried out according to regulations.

2. List of 49 "ghost" companies in Vietnam according to Official Dispatch 5567/CQCSDT-CSKT

The Investigation Police Agency - District 12 Police initiated the investigation of the criminal case "Illegal trading of invoices for state budget payments" discovered on May 7, 2020, in District 12 and Tan Phu District, Ho Chi Minh City, according to Decision No. 346 dated September 25, 2020.
