1. Which form is the form for supplementing Party members' profiles? What are cases required submit form for supplementing Party members' profiles?

The form for supplementing Party members' profiles is a form used to update changes in personal information, family, work, commendations, discipline, etc., of Party members during their Party activities. This form is used to supplement the Party members' profiles that were created when they were admitted to the Party.

According to point c, section 8.1 of Chapter 8 of Instruction 01-HD/TW in 2021, the instruction on supplementing and completing the profile is as follows:

- Party members need to supplement their profiles annually or when transferring official Party activities:

+ Annually or when Party members transfer their official activities, they must supplement changes regarding: Qualifications (political theory, education, expertise, foreign languages, computing, etc.), unit, work position, profession, commendations, discipline, family circumstances (father, mother, spouse, children, etc.), in order for the Party organization to update these changes into the Party members' profiles and stamp them with the Party committee's seal in the designated section.

+ The Party Committee and Party Cell shall guide, receive, check, and confirm the form for supplementing Party members' profiles, write down the changes in the Party members' list of the Party Cell, and submit the form for supplementing Party members' profiles to the grassroots Party Committee (if it is a grassroots Party Cell, the Party Committee shall confirm it in the section of the grassroots Party Committee).

+ The grassroots Party Committee update the supplementary information to the Party members' profiles and the Party members' list of the Party organization, and directly submit the form for supplementing Party members' profiles to the higher-level Party Committee.

+ The higher-level Party Committee shall directly update the information to the Party members' form, profiles, Party members' list, and the Party members' database; keep the supplementary form along with the Party members' profiles. If the grassroots Party Committee manages the Party members' files, they will transfer the form to the grassroots Party Committee.

2. Form for supplementing Party members' profiles in 2024

Based on the Appendix accompanying Instruction 12-HD/BTCTW in 2022, the form for supplementing Party members' profiles is (Form 3-HSĐ), in the following format:

The instructions on filling out the form for supplementing Party members' profiles are as follows:

- The sections in the heading should be filled in with the corresponding content in the Party members' form.

- The sections in the content: only fill in the sections with changes compared to the previous year, for sections without changes, write "K" in that section. Follow the instructions in the form for the sections with instructions, and fill in the remaining sections according to the instructions for filling out the Party members' form.

3. What are the instructions on supplementing and completing the Party members' profiles in Vietnam?

According to point c, Section 8.1 of Chapter 8 of Instruction 01-HD/TW in 2021, the instructions on supplementing and completing the Party members' profiles are as follows:

- For Party members admitted to the Party since the implementation of Regulation 29-QD/TW 1997 by the 8th Politburo until now, their profiles must contain all the required documents as regulated.

- For Party members admitted to the Party before Regulation 29-QD/TW 1997 by the 8th Politburo was implemented, the Party committees at various levels are responsible for managing the Party members' profiles, organizing inspections, collecting supplementary documents that are missing in the Party members' profiles to complete them, and arranging and managing them according to regulations.

In case the collected documents are still not sufficient as regulated, the Party committee in charge of managing the Party members' profiles will confirm, sign, and stamp the table of contents of the documents currently managed in the Party members' profiles, serving as a basis for managing the Party members and conducting official Party activities.

- Supplementing the Party members' profiles annually and when transferring official Party activities:

+ Annually and when Party members transfer their official activities, they must supplement changes in: qualifications (political theory, education, expertise, foreign languages, computing, etc.), unit, work position, profession, commendations, discipline, family circumstances (father, mother, spouse, children, etc.), in order for the Party organization to supplement these changes into the Party members' profiles and stamp them with the Party committee's seal in the designated section.

+ The Party Committee and Party Cell guide, receive, check, and confirm the supplementary form for Party members' files, write down the changes in the Party members' list of the Party Cell, and submit the form for supplementing Party members' profiles to the grassroots Party Committee (if it is a grassroots Party Cell, the Party Committee confirms it in the section of the grassroots Party Committee).

+ The grassroots Party Committee shall update the supplementary information to the Party members' biographies and the Party members' list of the Party organization, and directly submit the form for supplementing Party members' profiles to the higher-level Party Committee.

+ The higher-level Party Committee shall directly add the information to the Party members' form, biographies, Party members' list, and the Party members' database; keep the supplementary form along with the Party members' profiles. If the grassroots Party Committee manages the Party members' files, they will transfer the form to the grassroots Party Committee.

In summary, Party members should supplement and complete their files annually and when transferring official Party activities. They should fill out the form for supplementing Party members' profiles, providing any changes in personal information, family, work, commendations, discipline, etc. The form should be submitted to the Party Committee or Party Cell, who will then add the information to the Party members' biographies and the Party members' list, and submit the form to the higher-level Party Committee for further processing.
