On September 15th 2022, the Deputy Prime Minister of Vietnam signed the Decision No. 1085/QĐ-TTg to promulgate plans on reviewing and simplifying the internal administrative procedures in the State administrative system in the period 2022 - 2025.

Accordingly, the Plan accentuatues the following objectives:

Objectives of statistics and publicity

Before April 1st, 2023, 100% of internal administrative procedures under the management of Ministries, agencies and localities shall be counted and announced (for the first time) and 100% of internal administrative procedures among the State administrative agencies shall be announced . country is published on the National Population Database on administrative procedures.

Objectives of reviewing, approving the reduction and simplification plans

- For internal administrative procedures between the State administrative agencies:

Before January 01st 2025, 100% of internal administrative procedures under the management of Ministries and Ministerial-level agencies shall be reviewed and simplified to ensure a reduction at least 20% of administrative procedures and 20% of administrative costs. Accordingly:

+ Before October 1st, 2023: Ministries and Ministerial-level agencies take charge of reviewing and submitting to the Prime Minister for approving the Plan to reduce and simplify internal administrative procedures in the focus areas prioritized for review, simplified in the Appendix issued with this Plan.

+ Before January 1st, 2024: Ministries and Ministerial-level agencies take charge of reviewing and submitting to the Prime Minister for approving the simplification plan for at least 50% of internal administrative procedures under their management.

+ Before January 1st, 2025: Ministries and Ministerial-level agencies take charge of reviewing and submitting to the Prime Minister for approving the simplification plan for 100% of internal administrative procedures under their management.

- For internal administrative procedures in each Minister, agency or locality:

Before January 1st 2025, 100% of internal administrative procedures under the management of Ministries, agencies and localities shall be reviewed and simplified to ensure a reduction at least 20% of administrative procedures and 20% of administrative costs. Accordingly:

+ Before January 1st, 2024: Ministries, agencies and localities shall review and approve the simplification plan for at least 50% of internal administrative procedures under their management.

+ Before January 1st, 2025: Ministries, agencies and localities shall review and approve the simplification plan for 100% of internal administrative procedures under their management.

Subjects to conduct satistics, review and simplification

- Ministries and Ministerial-level agencies:

+ Conducting statistics, reviewing and submitting to the Prime Minister for approving the simplification plan for internal administrative procedures between administrative agencies as specified in documents issued by Ministries and advisory agencies or issued under its authority.

+ Conducting statistics, reviewing, approving and enforcing the implification plan for internal administrative procedures among Ministries and agencies as specified in documents issued by Ministries and agencies under its authority.

- People's Committee of central-affiliated provinces and cities (Provincial People's Committee):

Conducting statistics, reviewing, approving and enforcing the implification plan for internal administrative procedures in the province (includes: internal administrative procedures between the State administrative agencies in the province; internal administrative procedures among Departments and equivalent agencies of Provincial People's Committee) issued by the People's Committee/Chairman of the People’s Committee under their authority.

Decision No. 1085/QĐ-TTg takes effect from the date of signing and promulgation.
