The Minister of Home Affairs promulgates Circular 03/2022/TT-BNV stipulating the list and periodic time limit for changing working positions for civil servants and public employees who directly contact and handle the work in the field of personnel organization in the locality, effective from June 1, 2022.
The time limit for periodically changing working positions for civil servants who do not hold leadership or managerial positions and public employees who directly contact and handle jobs in the field of organization and staff in the locality is from 3 to 5 years.
The list of working positions in the field of organization and staff that must be periodically changed includes 08 positions, specifically:
1. To assess cadres, civil servants, and public employees for appointment, transfer, rotation, training, and retraining for submission to competent authorities.
2. To organize recruitment of civil servants and public employees; exams for raising the rank of civil servants and public employees; examinations for promotion of public officers' professional title.
3. Evaluation of dossiers for submission to appropriate authorities for approval of organizational structure and payroll.
4. Evaluation of projects involving the creation or reorganization of agencies, organizations, units, and state-owned enterprises; non-governmental organizations; and professional associations.
5. Evaluation of dossiers requesting new establishments, imports, divisions, and administrative boundary adjustments at all levels.
6. Evaluation of dossiers for submission to competent authorities for decision on emulation, commendation, and discipline.
7. To allocate training targets and budgets.
8. Manage and implement the compensation system for cadres, civil servants, government employees, and employees.
