In the orientation, tasks, and key solutions for the last 6 months of 2022, the following points are mentioned regarding administrative reform, improving the business environment, and enhancing national competitiveness in Vietnam, in accordance with Resolution 68/NQ-CP:
- Urgently implement the tasks assigned to be completed in 2022 according to Resolution 76/NQ-CP dated July 15, 2021 and Decision 42/QD-BCDCCHC dated April 6, 2022, which issued the Action Plan of the Government's Administrative Reform Steering Committee.
- Departments, agencies, and localities should closely follow the tasks assigned in Resolution 02/NQ-CP dated January 10, 2022, and other relevant resolutions of the Government on improving the business environment and enhancing national competitiveness. Monitor international rankings to find solutions to improve the absolute scores and rankings of the assigned functional tasks. Pay attention to the indicators where Vietnam's statistics differ from international standards and update them accordingly.
- Regarding business regulation reform, the Minister, heads of equivalent agencies, and General Director of Vietnam Social Insurance should focus on directing and taking responsibility before the Government and the Prime Minister for the following specific tasks:
+ Issue or submit for approval by competent authorities the plan to cut and simplify business regulations that have been approved by the Prime Minister, following the principle of revising multiple documents in a streamlined sequence and procedures. Complete this task within 9 months of 2022 for documents under the jurisdiction of the Government, the Prime Minister, Ministers, and Heads of equivalent agencies. Submit the plan to cut and simplify business regulations for 2022 to the Prime Minister for consideration and approval before September 30, 2022.
+ Update fully, accurately, and promptly the business regulations, review results, compliance costs, and plans to cut and simplify business regulations that are expected to be submitted to or have been approved by the Prime Minister in the Portal for Consulting and Searching Business Regulations. Enhance centralized consultation on this system. Implement guidance, management, and evaluation of efforts to reform business regulations using real-time data at the ministry or sector level.
- Regarding administrative procedure reform, the Minister, heads of equivalent agencies, the General Director of Vietnam Social Insurance, and the Chairman of the Provincial People's Committee are responsible for directing functional units to:
+ Restructure the process of administrative procedures within their jurisdiction; digitize and reuse digitized records, documents, and results of administrative procedures in reception and resolution at the departmental and provincial levels from June 1, 2022. Focus on implementing this for 25 essential public services from July 1, 2022, as required by the Government and the Prime Minister.
+ Monthly, publicly disclose the list of agencies, units, officials, civil servants, and employees who handle documents slowly or late or engage in harassment or negative behaviors on the electronic information portal of the ministry, sector, or locality. Timely handle difficulties and shortcomings, reward, and discipline officials, civil servants, and employees in the implementation of administrative procedures and the provision of public services to ensure strengthened discipline, administrative integrity, and improved quality of service to citizens and businesses.
- The Government Office of Vietnam should promptly submit a Decision on the Portal for Consulting and Searching Business Regulations in July 2022. Conduct periodic evaluations of efforts to reform business regulations, implement administrative procedures, and provide public services to citizens and businesses at the ministry, sector, or locality level.
