The Supreme People's Court shall establish a valid Court Advisory Council.

Pursuant to Resolution 04/2019/NQ-HDTP dated June 18, 2019 of the Council of Judges of the Supreme People's Court on the process of selection, publication and application of the Charter; Pursuant to the Official Letter of the Supreme People's Procuracy, Ministry of Justice, Ministry of Public Security, Ministry of National Defense, Vietnam Bar Federation on the appointment of members to join the Charter Advisory Council.

At the same time, considering the proposal of the Director of the Department of Legal Affairs and Scientific Management of the Supreme People's Court, the Chief Justice of the Supreme People's Court shall decide to establish a Court Charter Advisory Council consisting of the following named comrades:

1. Assoc. Dr. Nguyen Hoa Binh, Chief Justice of the Supreme People's Court, Chairman of the Scientific Council of the Supreme People's Court - Chairman of the Council;

2. Dr. Nguyen Tri Tue, Deputy Chief Justice of the Supreme People's Court, member of the Scientific Council of the Supreme People's Court - Vice Chairman of the Council;

3. Master Nguyen Van Tien, Deputy Chief Justice of the Supreme People's Court - Vice Chairman of the Council;

4. Dr. Bui Ngoc Hoa, Former Deputy Permanent Chief Justice of the Supreme People's Court - a member of the Council;

5. Master Song Anh Hao, Former Deputy Chief Justice of the Supreme People's Court - a member of the Council;

6. Dr. Nguyen Son, Former Deputy Chief Justice of the Supreme People's Court - a member of the Council;

7. Dr. Nguyen Thuy Hien, Former Deputy Chief Justice of the Supreme People's Court - a member of the Council;

8. Dr. Nguyen Van Quyen, Chairman of Vietnam Law Society - member of the Council;

9. Dr. Phan Chi Hieu, Deputy Minister of Justice - member of the Council;

10. Dr., Lawyer Phan Trung Hoai, Vice Chairman of the Vietnam Bar Federation - member of the Council;

11. Dr. Hoang Thi Quynh Chi, Director of the Department of Legal Affairs and Scientific Management of the Supreme People's Procuracy - a member of the Council;

12. Doctor, Colonel Chieu Van Dung, Deputy Chief of Office of the Investigating Police Service of the Ministry of Public Security (C01) - member of the Council (participating in the Advisory Council on Criminal Case Proforma);

13. Colonel Nguyen Thanh Huy, Deputy Director of the Criminal Investigation Department of the Ministry of National Defense - a member of the Council (participating in the Advisory Council on Criminal Court Statutes);

14. Assoc. Dr. Pham Duy Nghia, Director of Master's Program in Public Policy, Fulbright School of Public Policy and Management – Board member;

15. Prof. Dr. Do Van Dai, Dean of Civil Law Department of Ho Chi Minh City University of Law Ho Chi Minh City - member of the Council;

16. Assoc. Dr. Nguyen Ba Binh, Dean of Department of International Trade Law, Hanoi University of Law - Council member.

17. Dr. Nguyen Van Nam, Deputy Dean of Faculty of Law of People's Security Academy - Council member;

18. Dr. Nguyen Chi Cong, Director of the Department of Legal Affairs and Scientific Management of the Supreme People's Court - Secretary of the Council.

The Court Charter Advisory Council shall study, discuss and give written opinions on the contents of each proposed judgment or ruling selected as a valid judgment and the contents of each draft valid judgment for filing and reporting to the Judicial Council of the Supreme People's Court.

Operating funds of the Court Charter Advisory Council shall be derived from the regular expenses of the Supreme People's Court and shall comply with the provisions of law.

This Decision shall enter into force on 10 June 2022.
