This is the content of Circular 13/2022/TT-BVHTTDL dated December 13, 2022, stipulating the list and period of periodic change of working positions in agencies, organizations, and units under the management of the Ministry of Culture, Sports, and Tourism and under the management of the Department of Culture, Sports, and Tourism at the local government.
The Circular issued by the Ministry of Culture, Sports, and Tourism of Vietnam stipulates a number of contents as follows:
1. Subjects who rotate their working positions on a regular basis
- Agencies, organizations, and units under the management of the Ministry of Culture, Sports, and Tourism include the following:
+ Administrative units under the ministry; administrative units under the general department and equivalents;
+ Agencies affiliated with political parties and socio-political organizations;
+ Public, non-commercial units managed by the Ministry include:
Public non-business units under the Ministry, public non-business units under the General Department, and the equivalent, public non-business units under the Department, and public non-business units under the Office of the Ministry.
- Agencies, organizations, and units under the management of the culture, sports, and tourism sectors at the local government
- Civil servants who do not hold leadership or managerial positions and public employees currently working at agencies, organizations, and units specified at Points a and b of this Clause
2. A list of working positions that are subject to periodic change.
The list of working positions in agencies, organizations, and units under the management of the Ministry of Culture, Sports, and Tourism subject to periodic conversion is specified in Appendix I issued together with Circular 13.
The list of working positions in agencies, organizations, and units under their management according to the culture, sports, and tourism sectors in the local government subject to periodic change is specified in Appendix II issued together with Circular 13.
3. Time limit for periodic change of working position
The period of periodic change of working position ranges from three (3) to five (5) years (excluding civil servants and public employees' probationary period).
The time to calculate the time limit for changing jobs is when the competent authorities issue documents on mobilization, arrangement, and task assignment in accordance with the law.
