According to Clause 13, Article 129 of Decree 63/2014/ND-CP, subjects that must submit reports on the implementation of bidding work include:
Minister; Heads of ministerial-level agencies, Government agencies, and other central agencies; Presidents of People's Committees at all levels assign leaders to be directly responsible for bidding work and assign tasks to a subordinate unit responsible for managing bidding activities within the scope of management of their industry or locality.
During the implementation of Decree 63/2014/ND-CP, if there are any arising problems, they should be reported to the Prime Minister for consideration and decision.
Periodically every year, ministries, ministerial-level agencies, Government agencies, other central agencies, provincial People's Committees, and enterprises established by the Prime Minister's decision must send a report on the implementation of bidding work to the Ministry of Planning and Investment for synthesis and reporting to the Prime Minister.
On December 19, 2023, the Ministry of Planning and Investment issued Official Dispatch 10681/BKHDT-QLDT requesting agencies and units to report on the implementation of bidding activities in 2023 according to the following contents:
- Part I: Report on the implementation of bidding activities in 2023 (according to the outline instructions in Appendix 1).
- Part II: Summary of data on bidding work (according to instructions in Appendix 2).
- Part III: Summary of agencies and units that do not report or do so but do not ensure the deadline and content (according to instructions in Appendix 3).
Report on the implementation of bidding activities in 2023 is carried out on the National Online Bidding System according to detailed instructions in Appendix 4.
Note: The Ministry of Planning and Investment requires responsible agencies and units to prepare and send reports before February 1, 2024, for synthesis and reporting to the Prime Minister.
According to Appendix IV Official Dispatch 10681/BKHDT-QLDT, Point b Clause 3 Article 11 Circular 06/2017/TT-BKHDT regarding reporting on the implementation of bidding work in 2023, which is carried out on the National Online Bidding System, agencies and units shall report in the following manner:
- Submit a signed and stamped report file in PDF format and enter general data on contractor selection results (Table 2.1, Table 2.2, Table 2.3, Table 2.4 and Table 2.5), land use and socialization investors (Table 2.6) to the National Online Bidding System (referred to as the System) at https://muasamcong.mpi.gov.vn.

- To serve the purpose of entering data directly into the system, your agencies and units need to carry out the registration procedures to join the system and the user registration process according to the provisions of Article 7 of Circular 08/2022/TT-BKHDT.
At the same time, to learn how to enter data into the system and download soft files of schedules, agencies, and units, go to https://muasamcong.mpi.gov.vn and select the “Look Up” link at the top of the website in the Annual Tender Work Form section.
- Agencies and units use the account used to post the 2022 bidding report to post the 2023 report.
In case the agency or unit changes the account used to post the 2023 report, it is requested that they provide written information about the new identification code to be authorized for implementation (the document also includes information about the old identification code used to post the 2022 report).
In case there is a change in the above identification code, please send information to the Department of Bidding Management - Ministry of Planning and Investment, before January 10, 2024.
In addition, to facilitate the synthesis, it is requested that they send the entire word file (report content according to Appendix 1) and excel file (statistics section according to Appendix 2 from the Table. 2.1 to Table 2.6) to the email address baocaodauthau@mpi.gov.vn. Dot and comma format for decimal parts according to Vietnamese regulations; the unit of calculation is million VND; The file sending header includes the name of the sending unit and the document number.
