In the upcoming Party admission ceremony, I have to read the oath. Thus, could you please provide me with the latest oath for the new Party member? (Van Toan - Quang Ngai, Vietnam)

Regarding this matter, LawNet would like to answer as follows: 

1. When do Party members read the oath?

Party members shall read the oath during the Party admission ceremony after being approved for Party membership by the Party Secretary of the cell or the representative of the Party committee.

Specifically, according to the regulations in Instruction 01-HD/TW dated September 28, 2021, in Section 3.8 regarding the organization of the Party admission ceremony, one of the agenda items of the ceremony is for new Party members to read the oath.

The oath is a solemn commitment of Party members to the Party, demonstrating their sense of responsibility and loyalty to the Party's purpose and ideals, strictly adhering to the Party's political line, Party Charter, Resolutions, Directives, State laws, and being a role model in all tasks and fulfilling assigned duties well.

After reading the oath, new Party members officially become official members of the Communist Party of Vietnam.

2. Form of oath for new Party members in the 2024 Party admission ceremony

New Party members shall read the oath as one of the mandatory requirements in the program of the Party admission ceremony. Not only is it important to read the oath correctly when joining the Party, but the new Party members should also pay special attention to a serious attitude during this process and be attentive if possible.

3. What are the requirements for Party membership?

According to Article 2, Article 1 of the Charter of the Communist Party of Vietnam 2011, Vietnamese citizens aged 18 and above who acknowledge and voluntarily adhere to the Party's political line, Party Charter, standards, and duties of Party members and engage in Party activities in a Party grassroots organization can be considered for Party membership if they have demonstrated outstanding qualities and gained the trust of the people.

Below are specific regulations regarding the requirements for Party membership according to Instruction 01-HD/TW:

(1) Age requirements:

- At the time of the cell's consideration for admission, the person joining the Party must be between 18 and 60 years old (counting by months).

- The admission of individuals over 60 to the Party is subject to the consideration and decision of the Party committee at the central level.

Only individuals over 60 who meet the following conditions will be considered for Party membership:

+ They must be in good health and have credibility.

+ They must be working or residing in a Party grassroots organization where there are no Party members or have special requirements.

+ Their admission must be approved in writing by the standing committee of the Party committee at the central level before the authorized Party committee makes the decision to admit them.

(2) Educational qualifications:

- Individuals joining the Party must have a high school diploma or higher.

- The educational qualifications of individuals joining the Party who are living in mountainous areas, islands, areas with ethnic minority communities, areas with special economic and social disadvantages, and other specific cases that do not meet the general requirements will be implemented according to the instructions of the Party Central Committee.

Individuals joining the Party who are living in mountainous areas, border areas, islands, areas with ethnic minority communities, areas with special economic and social disadvantages, or regular fishermen working offshore, if they do not meet the requirements stipulated in the Party Charter of the 13th Central Committee, must have a minimum educational level of completing primary school education.

The educational qualifications of individuals joining the Party who are village elders, village chiefs, individuals with credibility, living in mountainous areas, border areas, islands, areas with ethnic minority communities, areas with special economic and social disadvantages, or regular fishermen working offshore, must at least be able to read and write in Vietnamese and be approved in writing by the standing committee of the Party committee at the central level before the authorized Party committee makes the decision to admit them.

(3) Acknowledgment and voluntary commitment: Adherence to the Party's political line, Party Charter, standards and duties of Party members, and engagement in Party activities in a Party grassroots organization.

(4) Demonstration of outstanding qualities and gained the trust of the people.

In meeting the above requirements, the process of considering admission to the Party also needs to ensure the following requirements:

- Enhancing awareness of the Party: Individuals joining the Party must attend a class to enhance their awareness of the Party and obtain a certificate issued by the district-level political center or its equivalent. In places without a political center, the authorized Party committee at the appropriate level will admit Party members.

- Submitting a voluntary application to join the Party: Individuals joining the Party must submit their own application, clearly presenting their understanding of the Party's purpose and ideals, and their motivation for joining the Party.

- Truthfully reporting personal background to the Party cell: Individuals joining the Party must provide a self-declaration of their background, complete and honest according to regulations, and take responsibility for the content they have declared. If there are any issues that they do not understand or remember accurately, they must report them to the Party cell.

The personal background must be reviewed and concluded by the Party committee at the grassroots level before certifying the content, signing, and stamping.

- Official introduction by Party members: Where there is an organization of the Ho Chi Minh Communist Youth Union, individuals joining the Party in their youth must be members of the youth union and be officially introduced by the grassroots executive committee and a current Party member.

In government agencies and enterprises where there is no organization of the Ho Chi Minh Communist Youth Union, individuals joining the Party must be trade union members and be officially introduced by the grassroots trade union executive committee and a current Party member.

Once they meet the requirements for Party membership mentioned above, the masses will be considered for admission to the Party.
