Recently, the Ministry of Education and Training announced the Draft Circular on High School Graduation Exam Regulations.

At Article 2 of the Draft Circular on High School Graduation Exam Regulations:

Transitional Provisions

1. In 2025, the Ministry of Education and Training will organize the High School Graduation Exam with 02 types of exam papers:

a) Exam papers according to the General Education Program issued with Circular No. 32/2018/TT-BGDDT on December 26, 2018, and amended and supplemented by Circular No. 13/2022/TT-BGDDT on August 3, 2022 (referred to as the 2018 General Education Program);

b) Exam papers according to the General Education Program 2006.

2. Students studying under the 2018 General Education Program taking the High School Graduation Exam in 2025 will take the exam as specified in point a, clause 1 of this Article.

3. Students not studying under the 2018 General Education Program taking the High School Graduation Exam in 2025:

a) Students who have not yet graduated high school: will take the exam as specified in point b, clause 1 of this Article.

b) Students who have already graduated high school: may choose to take the exam as specified in points a or b, clause 1 of this Article.

4. Circular No. 15/2020/TT-BGDDT dated May 26, 2020, Circular No. 05/2021/TT-BGDDT dated March 12, 2021, Circular No. 06/2023/TT-BGDDT dated March 24, 2023, and Circular No. 02/2024/TT- BGDDT dated March 6, 2024, will be annulled by the Minister of Education and Training as of December 31, 2025.

If there are no changes, there will be 2 types of exam papers: exam papers under the 2018 General Education Program and exam papers under the 2006 General Education Program.

The separate exam for students who fail to graduate high school in 2024 will be the exam papers according to the 2006 General Education Program.

What are the expected procedures for approving high school graduation from 2025 in Vietnam?

Based on Article 48 of the Draft Circular on High School Graduation Exam Regulations 2025, the expected approval procedures for high school graduation from 2025 are as follows:

(1). High School Graduation Approval Dossier Includes:

- Recording of information for high school graduation recognition;

- List of students recommended for high school graduation recognition;

- List and dossiers of students granted exemptions, waived exams, granted high school graduation due to re-evaluation or resolution of exam dossier complaints;

- A CD containing exam data;

- Relevant minutes;

- Other dossier types as guided annually by the Ministry of Education and Training (MOET).

(2). Procedures for High School Graduation Approval:

- The Director of the Department of Education and Training (DOET) approves high school graduation for qualified candidates and is responsible to the MOET for the high school graduation results in their province;

- After reporting to the MOET, the DOET Director announces the high school graduation results and informs high schools to post the list of students recognized for high school graduation and issue Temporary High School Graduation Certificates to students;

- The Temporary High School Graduation Certificate, issued by the High School Principal at the place where the student registers for the exam, is valid until the official High School Graduation Diploma is issued;

- DOETs send the list of students recognized for high school graduation to the MOET immediately after the exam ends for management and monitoring.

When will the high school graduation exam in 2025 in Vietnam take place?

According to Decision 2045/QD-BGDDT 2024 on the Time Frame Plan for the 2024 - 2025 School Year for preschool, general education, and continuing education:

Issuing the time frame plan for the 2024 - 2025 school year for preschool, general education, and continuing education applied nationwide as follows:

1. School starting no later than 1 week before the official opening day. First grade starts no later than 2 weeks before the official opening day.

2. The official opening day is September 5, 2024.

3. The first semester ends no later than January 18, 2025, and the school year ends no later than May 31, 2025.

4. Recognition of primary education completion and high school graduation is to be completed before June 30, 2025.

5. Enrollment for all introductory classes is to be completed before July 31, 2025.

6. The high school graduation exam 2025 is expected to take place on June 26 and June 27, 2025.

7. Other national exams will be organized according to regulations and guidance from the Ministry of Education and Training.

Thus, according to the time frame plan for the 2024 - 2025 school year, the Ministry of Education and Training has scheduled the high school graduation exam for 2025 to take place on June 26 and June 27, 2025.
