1. 2. Learners who take exams on behalf of others or ask others to take exams on their behalf will be disciplined with a suspension of studies for 01 year for the first violation and expulsion for the second violation.
3. Learners who violate one of the following regulations will be expelled; any master's degrees that have been issued will be revoked and canceled according to the regulations of the Ministry of Education and Training:
a) Engaging in fraudulent behavior in admission, studying, thesis or project defense, or making fake documents to be granted degrees or certificates;
b) Using another person's results or copying, improperly citing sources in theses, projects, and being concluded by the appraisal council that if those parts are removed, the thesis or project does not meet the requirements;
c) Hiring or asking someone else to do their thesis or project on their behalf.
4. The training institution's regulations detail the handling of learners' violations.
Learners who violate one of the following regulations will be expelled; any master's degrees that have been issued will be revoked and canceled according to the regulations of the Ministry of Education and Training: Engaging in fraudulent behavior in admission, studying, thesis or project defense, or making fake documents to be granted degrees or certificates.
Additionally, according to Point b, Clause 5, Article 21 of the Regulations on Doctoral Degree Admission and Education, issued with Circular 18/2021/TT-BGDDT:
If a doctoral candidate has been awarded a doctoral degree, the revocation will be executed according to the current regulations in case the training process documents are found to have serious violations or errors, leading to the degree holder no longer meeting the conditions for admission, recognition as a doctoral candidate, and maintaining quality assurance conditions during studying and researching at the training institution.
Thus, according to the above regulations, it is clear that individuals who use fake undergraduate degrees to pursue a master's degree will have both their master's and fake undergraduate degrees revoked if they have already completed their studies.

What is the position of a university degree within the national education system's qualifications in vietnam?
Based on Clause 2, Article 12 of the Education Law 2019, qualifications within the national education system include:
- Lower Secondary School Graduation Diploma
- Upper Secondary School Graduation Diploma
- Intermediate School Graduation Diploma
- College Graduation Diploma

- Of these, the most common is the bachelor's graduation degree, which is a type of qualification within the national education system.
+ Bachelor's graduation degrees are awarded to students who have completed a university program.
+ The degree details personal information, the institution attended, and graduation results to serve various future purposes.
Currently, when referring to graduation degrees, university graduation degrees are often used alongside levels such as undergraduate education level, master's level, doctoral level (Article 38 of the Education Law 2019).
What are the conditions for students in Vietnam to be considered for graduation?
Based on Article 14 of the Regulations issued with Circular 08/2021/TT-BGDDT, students will be considered and recognized for graduation if they meet the following conditions:
- Accumulate enough course credits and complete other mandatory contents according to the training program requirements, achieving the program's learning outcomes;
- The cumulative GPA of the entire program must be average or above;
- At the time of graduation consideration, students must not be under criminal investigation or disciplinary actions that involve suspension.
Therefore, based on the above regulation, students wishing to be recognized for graduation and awarded a graduation degree must meet the stated conditions.
