Who shall participate in the refresher program for informatics and technology teachers in primary schools in Vietnam?
According to Section 2 of the Refresher Program for Primary School Informatics and Technology Teachers issued together with Decision 2453/QD-BGDDT in 2021, 04 types of participants in the Refresher Program for informatics and technology teachers in primary schools are specified as follows:
- Type 1: Teachers currently teaching Informatics in Primary Schools who already have an Informatics degree (from Associate level or higher) or a dual-degree including Informatics.
- Type 2: Teachers currently teaching Informatics in Primary Schools who do not have an Informatics degree.
- Type 3: Teachers who will teach Informatics and Technology in Primary Schools who do not have an Informatics degree, nor a degree in Technical Education or Technology Education.
- Type 4: Teachers who will teach Informatics and Technology in Primary Schools who do not have an Informatics degree but already have a degree in Technical Education or Technology Education.

According to Section 1 of the Refresher Program for Primary School Informatics and Technology Teachers issued together with Decision 2453/QD-BGDDT in 2021, the objectives of the Refresher Program for Primary School Informatics and Technology Teachers are as follows:
- General Objective
Provide trainees with foundational knowledge, capabilities, and qualities to effectively teach Informatics and Technology in the Primary Education Program.
Through this, help trainees improve their self-learning and research abilities, adapt to all teaching conditions, and meet the requirements of the educational improvement.
+ Specific Objectives
Develop in trainees the capabilities to:
+ Teach Informatics and Technology:
Acquire fundamental, foundational professional capabilities in Informatics and Technology: Informatics, Technology; the ability to analyze and develop school education plans based on the existing framework; the ability to construct STEM learning topics connecting Informatics and Technology; the ability to teach Informatics and Technology; ability to use teaching aids; ability to assess learning outcomes aimed at student progress.
+ Educate: possess the ability to educate through Informatics and Technology content and evaluate student education outcomes with a competency-based approach.

What are the 03 knowledge blocks of the refresher program for informatics and technology teachers in Vietnam?
According to Section 3 of the Refresher Program for Primary School Informatics and Technology Teachers issued together with Decision 2453/QD-BGDDT in 2021, the 03 knowledge blocks of the Refresher Program for Informatics and Technology Teachers are as follows:
- Knowledge Block 1 (1 credit): Introduce the Informatics and Technology curriculum, the Informatics competency model, technology, and required competencies for primary education, as well as the necessary knowledge, capabilities, and skills for informatics and technology teachers in primary schools.
- Knowledge Block 2 (16, 20, 24 credits): Provide foundational, fundamental knowledge and practical skills in Informatics and Technology; focus on specific knowledge and skills related to Informatics and Technology content in the primary school curriculum.
This knowledge block also specifies the cognitive challenges students face when studying foundational knowledge and the measures to help students understand this knowledge to develop competencies.
- Knowledge Block 3 (3 credits): Provide principles, methods, tools, forms of teaching, assessment, and evaluation of competencies in teaching Informatics and Technology.
Apply basic theoretical points in developing teaching plans/lesson plans and teaching the Informatics and Technology curriculum in primary schools.
What are the conditions for issuing certificates for the refresher program for informatics and technology teachers in Vietnam?
According to Section 7 of the Refresher Program for Primary School Informatics and Technology Teachers issued together with Decision 2453/QD-BGDDT in 2021, the conditions for issuing certificates for the refresher program for Informatics and Technology teachers include:
- Learners must accumulate sufficient compulsory modules and the minimum number of credits as required by the refresher program.
- The cumulative average score of the entire training course must be 5.00 or higher.
- Fulfill all other conditions specified by the training institution.
Additionally, learners who complete the coursework and meet the prescribed results will be awarded a training certificate: “Completion of the Refresher Program for Teaching Informatics and Technology.”
The management and issuance of training certificates are conducted in accordance with Circular 21/2019/TT-BGDDT by the Minister of Education and Training.
