- Teaching staff in primary education programs, including teachers, principals, and vice-principals in primary schools, multi-level schools with primary education, public specialized schools, and other educational institutions teaching primary school education programs that do not yet have a professional training certificate according to prescribed standards.
- Individuals who wish to undergo training and be awarded a certificate according to the professional standards for primary school teachers.

What is the objective of the refresher programs for primary school teachers in Vietnam?
According to Section 2 of the refresher programs for Primary School Teachers issued together with Decision 2001/QD-BGDDT in 2023, the objective of the refresher programs for primary school teachers is to equip learners with professional knowledge, skills, methods, and foster a positive attitude in professional activities that meet the professional standards for primary school teachers.
Upon completing the refresher programs, learners will be able to:
- Accurately understand and fully grasp the guidelines, policies, laws of the Communist Party, the State, the regulations and requirements of the sector and locality regarding primary education, and implement these in assigned tasks;
- Analyze the basic contents of state management of general education;
- Analyze the latest trends in global general education development and the viewpoints on reforming primary education in the current context;
- Identify the roles, positions, responsibilities, and significance of professional development in response to the demands for enhancing education quality.
Be proactive in professional development to meet the requirements of the general education reform program at the primary level;
- Perform tasks in accordance with the professional standards for primary school teachers as regulated by the Ministry of Education and Training of Vietnam.

According to Section 3 of the refresher programs for Primary School Teachers issued together with Decision 2001/QD-BGDDT in 2023, the program contents are as follows:
* Knowledge volume and training duration
(1) The program comprises 08 topics divided into 03 parts:
- Part 1: General knowledge (including 03 topics).
- Part 2: Professional activity knowledge (including 05 topics).
- Part 3: Assessment of training results.
(2) Training duration:
- Total duration: 03 weeks x 05 working days/week x 08 periods/day = 120 periods (can be organized on weekends, total duration is 120 periods).
- Time distribution:
+ Theory and discussion: 72 periods;
+ Problem-solving exercises, practice guidance: 44 periods;
+ Training results assessment: 04 periods.
Specifically, 8 topics:
Part 1: General knowledge (including 03 topics).
