Who is eligible for tuition reduction in Vietnam for the 2024-2025 academic year?
According to the provisions of Article 16 of Decree 81/2021/ND-CP, the subjects eligible for tuition reduction include:
* The subjects eligible for 70% tuition reduction include:
- Students studying traditional and specific art programs in vocational institutions, public and private universities with cultural and artistic programs, including: Traditional ethnic theater musicians, traditional Hue musicians, Southern amateur music performers, theatrical actors, folk performance arts, ca tru art, bai choi art, traditional musical instrument performers;
- Students studying royal court music, cheo, tuong, cai luong, dance, circus; certain heavy, hazardous, and dangerous vocational subjects in vocational education, as prescribed by the Ministry of Labor, War Invalids and Social Affairs;
- Preschool children and students who are ethnic minorities (excluding very few ethnic minorities) in particularly difficult hamlets/villages, zone 3 ethnic and mountainous areas, and particularly difficult coastal and island areas as prescribed by the competent authority.
* The subjects eligible for 50% tuition reduction include:
- Preschool children and students who are the children of officials and public employees, workers whose parents have had occupational accidents or contracted occupational diseases and are receiving regular allowances;
- Preschool children and high school students, learners at Continuing Education institutions following the high school education program whose parents or grandparents (in the case of living with grandparents) are in the near-poor household category as prescribed by the Prime Minister.

What documents are required to apply for tuition reduction in Vietnam?
According to Clause 1, Article 19 of Decree 81/2021/ND-CP, the documents required to apply for tuition reduction include:
- Application for tuition reduction:
+ For subjects eligible for tuition reduction in preschool, high school education, and continuous education: Application form according to Appendix 2 issued with Decree 81/2021/ND-CP;
+ For subjects eligible for tuition reduction in vocational education and public higher education institutions: Form according to Appendix 5 issued with Decree 81/2021/ND-CP; for subjects eligible for tuition reduction in vocational education and private higher education institutions: Form according to Appendix 7 issued with Decree 81/2021/ND-CP.
- A notarized copy or a copy for comparison with the original or a copy from the original documents proving eligibility for tuition reduction for the following subjects:
+ Birth certificate and Citizen Identification Card or Identity Card, Certificate of Residence Information or Notice of Personal Identification Number and Citizen Information in the National Database of Population in case agencies and organizations cannot retrieve the citizen's residence information in the National Database of Population for subjects specified at point c, clause 1, Article 16 of Decree 81/2021/ND-CP.
+ Monthly allowance book for parents having occupational accidents or occupational diseases issued by the social insurance organization for subjects specified at point a, clause 2, Article 16 of Decree 81/2021/ND-CP;
- Certificate of near-poor household issued by the Commune People’s Committee for subjects specified at point b, clause 2, Article 16 of Decree 81/2021/ND-CP.
- For preschool children and high school students, learners at Continuing Education institutions following the high school education program who are eligible for both tuition exemption and reduction and support for school costs, only one set of the above-mentioned documents with an application form (Appendix 4) Decree 81/2021/ND-CP is required.
*** Learners eligible for tuition reduction need to submit only one set of documents for the entire study period. Especially for learners from poor or near-poor households, at the beginning of each semester, they need to provide an additional certificate of poor or near-poor household to be considered for tuition reduction for the next semester.
In case students have Citizen Identification Cards and are issued with personal identification numbers, information about permanent residence can be retrieved through the connection and sharing of population data with educational institutions, Departments of Education and Training, Departments of Labor, War Invalids and Social Affairs, Departments of Finance, and Departments of Finance, then the parents (or guardians) of children and students do not need to submit birth certificates and documents proving permanent residence.
Who has the authority to review and appraise the documents for tuition reduction in Vietnam?
According to Clause 3, Article 19 of Decree 81/2021/ND-CP, the responsibility for reviewing and appraising the documents for tuition reduction is as follows:
- For preschools, primary schools, and lower secondary schools, Continuing Education institutions under the district Department of Education and Training: Within 10 working days from the date of receiving the application for tuition exemption and reduction and support for school costs, support for tuitions for primary school students in areas without enough public schools, the principal of the school is responsible for reviewing the documents and listing the students eligible for tuition exemption and reduction and support for school costs, support for tuitions for primary school students in private schools and sending it to the district Department of Education and Training for appraisal;
- For high schools, Continuing Education institutions, and other educational institutions under the provincial Department of Education and Training: Within 10 working days from the date of receiving the application for tuition exemption and reduction and support for school costs, the principal of the school is responsible for reviewing the documents and listing the students eligible for tuition exemption and reduction and support for school costs and sending it to the provincial Department of Education and Training for appraisal;
- For vocational education and public higher education institutions: Within 10 working days from the date of receiving the application for tuition exemption and reduction, the head of the vocational education and public higher education institution is responsible for reviewing the documents and deciding on tuition exemption and reduction for students and learners; simultaneously, listing the students and learners eligible for tuition exemption and reduction in accordance with the template and sending it to the direct management authority.
The direct management authority appraises, estimates the budget according to the template and sends it to the Ministry of Finance for synthesis and submission to the competent authority for additional allocation of annual budget;
- For private preschools, private high schools, private Continuing Education institutions, private vocational education, and private higher education institutions: Within 10 working days from the date of receiving the application for tuition exemption and reduction, reimbursement of tuition exemption and reduction, and support for school costs, support for tuitions from learners, the private preschools, private high schools, private Continuing Education institutions, private vocational education, and private higher education institutions are responsible for issuing a confirmation letter to the learners.
- For private vocational education and higher education institutions: Within 10 working days from the date of receiving the application for tuition exemption and reduction, the head of the private vocational education and higher education institution is responsible for confirming the tuition exemption and reduction documents for learners; simultaneously, listing the learners eligible for tuition exemption and reduction in accordance with the template and sending it to the Department of Labor, War Invalids and Social Affairs where the learners are registered for permanent residence for implementation according to the regulations.
