4. Certain Conventions on the Names of Units Under the Ministry

a) Departments, Offices, Inspectorates, and other units under the Ministry of Finance: collectively referred to as Department under the Ministry.

b) General Departments and equivalents under the Ministry (such as the General Department of Taxation, General Department of Customs, General Reserve Department, National Treasury, and the State Securities Commission): collectively referred to as General Department under the Ministry.

c) Academy of Finance, University of Finance - Marketing, University of Finance - Accounting, and University of Finance - Business Administration: collectively referred to as higher education institutions under the Ministry.

d) Institute of Strategy and Financial Policy, Vietnam Financial Times, Financial Magazine, Financial Publishing House, Financial Staff Training School, and Ministry of Finance's Guesthouse (in Sam Son, Thanh Hoa): collectively referred to as public service provider under the Ministry.

e) Departments, Inspectorates, Offices, and other units under the General Department: collectively referred to as Department under the General Department.

f) Tax Department, Customs Department, National Reserve Department, National Treasury under the General Department at provinces and centrally-run cities: collectively referred to as Local Department.

Currently, there are 03 universities and 01 academy under the Ministry of Finance, including:

- University of Finance - Marketing.

- University of Finance - Accounting.

- University of Finance - Business Administration.

What are the specific criteria for the Principal of a university in Vietnam?

Based on Article 4 of the Standards for the Positions of Principal and Vice-Principal of Higher Education Institutions under the Ministry of Finance issued together with Decision 2662/QD-BTC in 2024:

(1) Experience in Work:

- In case from internal sources: Must have held a leadership management position at the department level and equivalent (cumulative) of the higher education institution for at least 05 years, including a minimum of 02 years (24 months) as Vice-Principal.

- For sources from other places: Must have worked for 07 years (cumulative) or more in the corresponding field, including a minimum of 02 years (24 months) in an equivalent position to Vice-Principal.

(2) Professional Qualifications: Must have a Doctorate degree, in a suitable discipline with one of the teaching programs of the university. For cases with a Doctorate degree awarded by foreign institutions, it must be recognized by a competent state authority as per regulations;

(3) Must have a bachelor's degree in politics, or advanced political theory, or advanced political-administrative theory, or a certificate confirming an equivalent level of advanced political theory issued by a competent authority;

(4) Must have a training certificate according to the standards of a professional title for university lecturers;

(5) If working in the armed forces, state enterprises, or other agencies and organizations within the political system is appointed as a Principal, they must meet the standards and conditions according to the regulations, except for the professional title standards specified at point d, clause 2 of this Article. For these cases, the standards must be fulfilled within 12 months from the date of appointment decision.

Special cases (age, practical experience, advanced appointment, planning) are considered and decided by the competent authority according to management hierarchy.

The standards for the positions of Principal and Vice-Principal are used:

1. As a basis for the appointment, re-appointment, transfer, rotation, dismissal, and evaluation of public employees holding leadership positions at higher education institutions.

2. As a foundation to develop training and development programs for public employees planned for leadership positions at higher education institutions under the Ministry of Finance.

Thus, based on the above regulations, the objectives of defining the criteria for the Principal of a university in Vietnam are as follows:

- As a basis for the appointment, re-appointment, transfer, rotation, dismissal, and evaluation of public employees holding leadership positions at the institutional level.

- As a foundation to develop training and development programs for public employees planned for leadership roles at higher education institutions under the Ministry of Finance.
