- Meeting specific standards of the principal of a higher education institution as stipulated in the regulations on the organization and operation of the higher education institution.
What are the duties and powers of the principal of a higher education institution in Vietnam?
According to the provisions of Clause 3, Article 20 of the Higher Education Law 2012 (amended by Clause 14, Article 1 of the Amended Higher Education Law 2018), the duties and powers of the principal of a higher education institution are specified as follows:
- Being the legal representative and the chief account holder of the higher education institution, except in cases where the regulations on the organization and operation of private higher education institutions, non-profit private higher education institutions provide otherwise;
- Organizing the implementation of professional, academic activities, organization, personnel, finance, assets, domestic and international cooperation activities, and other activities according to legal regulations, the regulations on organization and operation of the higher education institution, and decisions of the school council, university council;
- Submitting documents within the authority of the school council, university council for issuance after collecting opinions from relevant organizations, units, and individuals within the higher education institution;
Issuing other regulations of the higher education institution according to the regulations on the organization and operation of the higher education institution;
- Proposing the school council, university council to consider appointing, dismissing, and relieving managerial positions under the authority of the school council, university council;
Implementing the appointment, dismissal, and relieving of other management positions of the higher education institution, deciding on investment projects according to the regulations on the organization and operation of the higher education institution;
- Annually reporting to the school council, university council on the results of the performance of the duties of the principal and the vice-principals, finances, and assets of the higher education institution;
Ensuring transparency and accountability of information; implementing reporting policies and being subject to inspection and examination by competent authorities;
Undertaking accountability within the scope of assigned duties and powers;
- Performing other duties and powers according to legal regulations;
Being responsible before the law, the school council, university council, and related parties;
Being subject to supervision of related individuals and organizations regarding the performance of assigned duties and powers.
