Thus, the level of policy scholarships is as follows:
- The scholarship level is 80% of the statutory pay rate/month for students under policies for selected enrollment, students of university preparatory schools, boarding schools for ethnic minorities; trainees of vocational education institutions dedicated to war invalids and disabled persons.
- The scholarship level is 100% of the statutory pay rate/month for trainees who are war invalids from poor households studying in vocational education institutions dedicated to war invalids and disabled persons.
- Currently, the statutory pay rate as stipulated in Clause 2, Article 3 of Decree 73/2024/ND-CP is 2,340,000 VND/month.
What are the principles for enjoying policy scholarships in Vietnam?
Based on Clause 3, Article 9 of Decree 84/2020/ND-CP, the principles for enjoying policy scholarships are as follows:
- Eligible individuals can only enjoy policy scholarships once during the entire study period;
- In cases where students or trainees are eligible for multiple policies simultaneously, they can only enjoy the highest policy or enjoy policies in one field at one educational institution if studying multiple fields at multiple institutions;
- Students, trainees eligible for policies under Article 9 of Decree 84/2020/ND-CP but also eligible for preferential allowances, social allowances, or study encouragement scholarships will still receive these benefits according to regulations;
- Students, trainees who are disciplined with expulsion or suspended from study will not be entitled to the policies stipulated in Article 9 of Decree 84/2020/ND-CP from the effective date of the disciplinary decision or during the suspension period;
- Policy scholarships are granted for a maximum of 12 months/year, and the number of academic years entitled to the policies cannot exceed the number of years or semesters required to complete the training program for each field of study as stipulated.
Specifically, for the final academic year, the entitlement is based on the actual number of study months.
For students of boarding schools for ethnic minorities, university preparatory schools who are held back a year, the policy scholarships will continue to be granted for the first repeating year as stipulated.
For training programs following the module or credit accumulation method, policy scholarships are granted based on the equivalent conversion training time but should not exceed the training time for equivalent programs following the academic term system, calculated using the formula below:
- Policy scholarships are not applicable to students pursuing a second degree, studying under an agreement, distance learning, joint training programs, and those who study while working.

Based on Clause 4, Article 9 of Decree 84/2020/ND-CP, the dossier for enjoying policies includes:
- For students under policies for selected enrollment: A commitment letter from the student with certification from the educational institution;
- For students of university preparatory schools, boarding schools for ethnic minorities: An original copy from the registrar, or a certified copy from the original, or a photocopy along with the original for comparison of the birth certificate; admission notice;
- For trainees of vocational education institutions dedicated to war invalids, and disabled persons:
+ Application form (Form No. 02 and Form No. 03 in the Appendix issued with Decree 84/2020/ND-CP);
+ An original copy from the registrar, or a certified copy from the original, or a photocopy along with the original for comparison of the birth certificate;
+ An original copy from the registrar, or a certified copy from the original, or a photocopy along with the original for comparison of the disability certificate issued by the commune-level People's Committee for trainees who are disabled persons.
In cases where trainees have not yet obtained a disability certificate, an original copy from the registrar, or a certified copy from the original, or a photocopy along with the original for comparison of the district-level People's Committee's decision on social assistance for disabled persons must be supplemented;
+An original copy from the registrar, or a certified copy from the original, or a photocopy along with the original for comparison of the martyr's card for trainees who are war invalids.
