Based on Article 2 of Circular 42/2015/TT-BLDTBXH:
Subjects of application
The Circular stipulates primary-level training applicable to vocational education institutions, enterprises registered for vocational education activities at the primary level (hereinafter collectively referred to as primary training institutions) and relevant agencies, organizations, and individuals.
Therefore, primary-level training will apply to vocational education institutions, enterprises, and relevant agencies, organizations, and individuals registered for vocational education activities at the primary level (collectively referred to as primary training institutions).
What are regulations on selecting the training program conducted by the head of a primary training institution in Vietnam?
Based on Article 10 of Circular 42/2015/TT-BLDTBXH, the selection of the training program by the head of a primary training institution is as follows:
- Selection of training programs
The head of the primary training institution may select the training program but must organize an assessment according to the provisions of Article 9 of Circular 42/2015/TT-BLDTBXH to approve its application to their institution.
- Concurrently, the evaluation and updating of the training programs by the head of the primary training institution must be conducted at least once every 3 years. They must evaluate the training programs for compliance with the identified output standards and the requirements of employers as well as technological and technical changes in production related to the training profession; changes in state regulations or those of the training institution regarding the training program; the coherence and linkage between program content, training methods, assessment, and the anticipated impact of any changes and updates to the training program.
- Drafting contents for correction and updating of the training program and organizing the assessment according to the provisions of Article 9 of Circular 42/2015/TT-BLDTBXH.
- The head of the primary training institution issues updated and supplemented training programs based on the proposal of the Program Assessment Council after the training programs are evaluated according to the regulations stated in Points a and b, Clause 2, Article 10 of Circular 42/2015/TT-BLDTBXH.
- It should be noted that the primary training institution must publicize the training program and output standards of each training program of their institution to learners and their families when recruiting learners through posting at the headquarters, training institution, in recruitment notifications, or on the training institution's website or mass media. Specifically, the contents to be disclosed include:
+ Public information about the training program: program name, recruitment subjects, recruitment time, training time, training location, knowledge that learners will be equipped with, practical skills to be acquired, primary-level certificates, tuition fees to be paid, support policies (if any).
+ Public information on output standards includes: knowledge and skills that learners must achieve, jobs or positions that learners can perform after completing the primary-level training program.

Who are eligible to register for primary-level training in Vietnam?
Based on Article 15 of Circular 42/2015/TT-BLDTBXH (amended by Clause 5, Article 1 of Circular 34/2018/TT-BLDTBXH), the eligible subjects for primary-level courses are individuals 15 (fifteen) years old or older, with appropriate educational levels and health conditions for the occupation to be learned. For specific professions in the list issued by the Ministry of Culture, Sports and Tourism, after agreement with the Ministry of Labor, War Invalids, and Social Affairs, those below 15 (fifteen) years old may be admitted.
Additionally, the recruitment method is selection and can be conducted multiple times a year.
The registration for primary-level courses will follow Article 16 of Circular 42/2015/TT-BLDTBXH specifically as follows:
- Primary-level learners can register to study at one or more primary training institutions. Learners registering to study at any primary training institution shall submit their registration documents at that institution.
- The procedures and documents for registration, selection, and summoning successful candidates for primary-level studies are prescribed by the head of the primary training institution.
- After reviewing the conditions for admission, the training department shall submit to the head of the primary training institution a decision to recognize the admitted learners as official students, classify them into classes, and issue student cards for each person.
- Enrolled students must be provided with all information about the objectives, content, and study plans of the programs, training regulations, obligations, and rights of learners by the primary training institution.
- Enrollment documents must be arranged in individual student files managed and kept by the training department of the primary training institution.
