Based on Clause 1, Article 21 of the Primary School Regulations issued together with Circular 28/2020/TT-BGDDT, the primary school will manage the following documents related to management of educational activity:

- Enrollment register.

- academic transcripts.

- Class summary report of educational assessment results.

- School strategic development plan and annual educational activity plan.

- Management books for staff, teachers, and employees.

- Universal education records.

- Asset and financial management records.

- Document management books.

- Records of educating students with disabilities (if any).

When shall a primary school in Vietnam hand over academic transcripts to students?

Based on Article 10 of the Primary School Student Assessment Regulations issued together with Circular 27/2020/TT-BGDDT, the following is stipulated:

Assessment Records

1. Assessment records are evidence of students' learning and training process and results; they provide information to strengthen the coordination of student education between teachers, schools, and parents.

2. Assessment records for each school year of each student include the Academic Transcript (according to Appendix 1 attached) and the Class Summary Report of Educational Assessment Results (according to Appendix 2 attached).

a) The Class Summary Report of Educational Assessment Results is stored at the school as per regulations.

b) The Student Record Book is kept at the school throughout the student's schooling period and is handed over to the student upon completion of the primary education program or transfer of schools.

Primary students will be given back their academic transcripts when they complete the primary education program or transfer schools.

In which cases shall a primary school in Vietnam be suspended from educational activities?

According to Clause 1, Article 20 of Decree 46/2017/ND-CP, the suspension of educational activities for primary schools in Vietnam is as follows:

Suspending educational activities for primary schools

1. A primary school will be suspended from educational activities if one of the following cases occurs:

a) Engaging in fraudulent activities to obtain permission for educational activities;

b) Failing to meet one of the establishment or establishment permission conditions stipulated in Article 15 of this Decree and failing to meet the operational conditions of primary education stipulated in Article 17 of this Decree;

c) The person permitting educational activities does not have the appropriate authority;

d) Failure to commence educational activities within one year from obtaining permission for educational activities;

e) Violating education law regulations leading to administrative penalties requiring suspension;

f) Other violations as stipulated by law.

2. The Head of the Education and Training Department shall decide on the suspension of educational activities for primary schools.

There are six cases that the Head of the Education and Training Department decides on the suspension of educational activities for primary schools, including:

- Primary school engaging in fraudulent activities to obtain permission for educational activities;

- Primary school failing to meet one of the establishment or establishment permission conditions stipulated in Article 15 of Decree 46/2017/ND-CP and failing to meet the operational conditions of primary education stipulated in Article 17 of Decree 46/2017/ND-CP;

- The person permitting educational activities does not have the appropriate authority;

- Failure to commence educational activities within one year from obtaining permission for educational activities;

- Violating education law regulations leading to administrative penalties requiring suspension;

- Other violations as stipulated by law.

What is the relationship between primary schools, families, and society?

According to Article 45 of the Primary School Regulations issued together with Circular 28/2020/TT-BGDDT, the relationship between schools, families, and society is regulated as follows:

- The relationship between schools, families, and society aims to ensure consensus in implementing educational activities; help diversify and maximize resources to build educational institutions in an open direction, ensuring the best educational environment for each student.

Coordination in education between schools, families, and society ensures democracy, equality, cooperation, transparency, and accountability.

- Schools proactively disseminate and inform students' families about the school's policies, orientations, plans, and annual educational activities; exchange information regarding students' training and learning and unify measures for student education;

- Schools encourage families to bring drop-out students back to class; facilitate parents or guardians to visit classes to understand and support students' training and learning; mobilize and facilitate families' participation in building the school in compliance with the law and effectively using contributed resources.

- Schools promote community awareness on education policies of the Communist Party, the State, and the education sector; regularly update the social and community situation; build the school into a cultural and educational center of the locality;

- Schools organize teachers and students to participate in experiential activities to understand local history and culture and engage in other social activities; consult and propose to local authorities to create conditions for school development in scale, ensure facilities, and effectively implement educational activities; receive sponsorships from social forces as per compliance.
