Currently, the template for the academic record of primary school students with disabilities at special education institutions is the template issued according to Circular 27/2020/TT-BGDDT.

Based on Appendix 1 issued in accordance with Circular 27/2020/TT-BGDDT dated September 4, 2020, on the assessment of primary school students issued by the Ministry of Education and Training, the template for the academic transcript for primary school students is as follows:

What are regulations on assessment of primary school students with disabilities?

Pursuant to Article 8 of the Regulations issued in accordance with Circular 27/2020/TT-BGDDT:

Assessment of primary school students with disabilities

1. Students with disabilities following an inclusive education approach, depending on the type and level of disability, will be assessed similarly to non-disabled students with adjustments made to requirements to suit the type and level of disability or according to the requirements of individual education plans.

2. Students with disabilities following a specialized education approach will be assessed per the regulations for specialized education or according to the requirements of individual education plans.

3. For students in classes for the disabled: teachers assess students based on regular evaluations during classroom sessions for the disabled and periodic assessments in Mathematics and Vietnamese, executed according to the provisions in Article 7 of these Regulations.

According to Article 7 of the Regulations issued in accordance with Circular 27/2020/TT-BGDDT:

Periodic Assessment

1. Periodic assessment of study content in subjects and educational activities

a) Mid-term I, end-term I, mid-term II, and end of the school year, teachers of each subject base their periodic assessments on regular evaluations and the required achievements, specific manifestations of each subject, and educational activities to assess students' performance in each subject and educational activity using the following levels:

- Excellent: meets all study requirements and consistently shows specific manifestations of the components of the subject or educational activity;

- Satisfactory: meets the study requirements and shows specific manifestations of the components of the subject or educational activity;

- Unsatisfactory: fails to meet some study requirements or lacks specific manifestations of the components of the subject or educational activity.

b) At the end of term I and the end of the school year, mandatory subjects: Vietnamese, Mathematics, Foreign Language 1, History, and Geography, Science, Information Technology, and Technology will have periodic assessments;

For grades 4 and 5, there are additional periodic assessments in Vietnamese and Mathematics mid-term I and mid-term II.

The evaluation of students in schools and classes for the disabled is implemented as follows:

(1) Students with disabilities following an inclusive education approach, depending on the type and level of disability, will be assessed similarly to non-disabled students with adjustments made to requirements to suit the type and level of disability or according to the requirements of individual education plans.

(2) Students with disabilities following a specialized education approach will be assessed per the regulations for specialized education or according to the requirements of individual education plans.

(3) For students in classes for the disabled: teachers assess students based on regular evaluations during classroom sessions for the disabled and periodic assessments in Mathematics and Vietnamese, executed according to the regulations:

At the end of term I and the end of the school year, for mandatory subjects: Vietnamese, Mathematics will have periodic assessments;

For grades 4 and 5, there are additional periodic assessments in Vietnamese and Mathematics mid-term I and mid-term II.

What are the principles for assessing the educational outcomes of primary school students with disabilities in Vietnam?

Pursuant to Article 4 of Joint Circular 42/2013/TTLT-BGDDT-BLDTBXH-BTC:

Assessment of educational outcomes

1. The assessment of educational outcomes for students with disabilities is conducted based on encouraging and motivating the efforts and progress of the learners.

2. For students with disabilities studying under an inclusive education approach, educational outcomes in subjects or educational activities that the student can meet the general educational program requirements will be assessed similarly to regular students but with reduced expectations on academic performance. Subjects or educational activities that the student cannot meet general requirements will be assessed based on the implementation of the Individual Education Plan; subjects or educational content granted exemption are not assessed.

3. For students with disabilities studying under a specialized education approach, educational outcomes in subjects or educational activities that meet the specialized education program requirements will be assessed according to regulations for specialized education. Subjects or educational activities that the student cannot meet specialized education requirements will be assessed based on the implementation of the Individual Education Plan.

Therefore, the assessment of educational outcomes for primary school students with disabilities is conducted based on encouraging and motivating the efforts and progress of the learners.
